環境政策施行成效的空間分析－台北市“垃圾費隨袋徵收”之個案研究

摘要

台北市「垃圾費隨袋徵收」是一種經濟誘因型的環境政策，自民國八十九年七月實施至今已三年有餘。根據環保局的統計資料顯示，政策施行之後台北市的垃圾量減少、資源回收量增加。
本研究從都市永續發展架構之環境、經濟與社會三個相關議題面向深入分析台北市十二個行政區的居民對於政策的反應有無空間差異存在。
研究結果顯示，(1)環境、經濟與社會三個相關議題面向皆有空間差異。(2)中山區、萬華區與大同區的平均每人每月垃圾量明顯高於其他地區。(3)松山區與文山區的民衆對於垃圾袋的價格也存在不同的看法。(4)民眾對於政策瞭解程度越高，支持度也會越高，因此，研究結果顯示大同、中正、中山、南港區的居民對政策瞭解程度仍有加強的空間。
本文僅提出政策施行之後有關影響台北市永續發展的環境、經濟與社會三個面向的空間差異分析，至於導致差異產生的原因則可繼續深入探討。

”Pays for Garbage Disposal by the Bag” is a kind of economic incentive Policy. It has been taken for more than three years since July 2000. According to the statistics from Department of Enviromental Protection, the trash has been decreasing and the amount of recyclable collection has been increasing, since the policy was taken.
Three specific dimensions, including environment, economy and society, are considered to analyze the existence of the spatial difference upon all the twelve administrative division citizens’ responses to the policy.
The result does shows the spatial difference through the three different dimensions. People who live in Chung shan, Manka and Datong divisions create evidently more waste than other divisions citizens per month. People in Songshan and Wenshan divisions have dissimilar ways of looking at the prices of trash bags. Generally, The more they understand the policy, the more determined advocate they are. In fact, the residents in Datong, Chung cheng, Cluing shan and Nangang still have to improve their knowledge about the policy.
This research has stressed only the spatial difference of three specific viewpoints after the policy was taken, and the work to find out the reason which brings about the difference is still undertaken.
