摘要

在這篇論文，我們採取比較外交政策的途徑，來剖析國民黨馬英九政府的中國政策。首先，我們先將建構一個檢視外交政策的概念架構，整合國際關係的三個主要途徑，也就是現實主義、自由主義、以及建構主義，鋪陳政治權力、經濟利益、以及文化認同的相對重要性。皆下來，我們回顧馬英九的中國政策軌跡，接著，將分別由國外、國內、以及個人三個層級，來加以考察，也就是國際政治下的外交政策大戰略、國內政治市場的自我定位、以及個人特質中的民族認同／國家認同成分份。最後，在做出結論之前，我們會嘗試推測由現狀到終局的可能走向。

In this article, we shall adopt the approach of comparative foreign policy to examine China policy of the Ma Ying-jeou administration. To begin with, we will construct a conceptual framework for observing foreign policy integrating realism, liberalism, and constructivism so that the potency of political power, economic resources, and cultural identity will be prioritized. Secondly, we will trace the development of the administration's policy orientations since his inauguration in 2008. Thirdly, we will look into three sets of independent variables: considerations of grand strategy under the prevailing international power politics, calculations of electoral gains on the domestic political market, and his personal characteristics in terms of national identity. Before we come to the conclusions, we shall offer a preliminary probe into possible route from the status quo to the end game.
