大專校院校安人力的現況與發展初探

The Current Situation and Development of the Security Personnel Manpower in Universities

摘要


為因應政策方向與提昇校園校安工作品質,以促進學生的多元學習發展,各大專校院之校安人力需要妥為規劃。目前校安人員新制與軍訓教官制度同時並行,業務職掌亦因應校園的實際需求而需大幅調整。本文透過整理校安人力的業務項目及現況,探討校安人力所需的專業能力,發現學校除晉用已受訓之校安人員外,亦應加強之學務人員專業能力,以期達成促進學生全人發展之組織目標。建議參考學務人員專業能力辦理相關專業培訓,使學生事務與相關輔導工作更臻專業性,發揮引導學生自主學習與創意之功能。

In response to the policy direction and to enhance the quality of campus school safety, and in order to promote students' diversified learning and development, the school security force in all major tertiary institutions needs to be properly planned. At present, the new system of school security officers and the military training instructors are concurrently working. The operation of the school also needs to be drastically adjusted in response to the actual needs of the school. With analysis on how to arrange the school safety manpower business projects and the current situation, this article explores the professional competence required by school safety manpower. It is found that schools should, in addition to using the trained security officers, also strengthen the professional competence of the academic staff. In order to achieve the goal of promoting the development of all students, it is suggested to refer to the professional ability of the academic staff to handle related professional training so that student affairs and related counseling work will be more professional, and then give rise to the functions of guiding students' independent studies and creativity.
