資訊系統委外開發專案之關鍵因素探討

Key Factors in Outsourcing Projects of Information Systems

摘要


隨著資訊系統委外的規模不斷成長,委外專案的成功率卻未隨之上升。因此,本研究期望由專案管理的角度,將資訊系統委外開發依不同階段進行分割,以獲取委外開發各階段的重要變數,藉此探討資訊系統委外開發的失敗因素,期望有助於委外專案在預定的預算及時程內完成專案所需的品質。本研究首先採用德菲法獲得專家的意見,再針對委外專案的成員進行問卷調查。以專案整體的時程、成本、品質作為委外專案的績效衡量指標,藉此探討資訊系統委外開發專案在「規劃階段」、「執行階段」及「結案階段」可能發生之問題,以獲得整體專案之時程延宕、成本超支及品質不符的原因。經由本研究調查,共取得42個影響資訊系統委外失敗的因素,並依委外開發的三個階段來區分,分別獲得各階段的影響程度。本研究期望藉此結果,促進企業委外開發專案的實務運作,降低資訊系統委外的失敗率,達到委外的實質效益。

The number of outsorcing projects of information systems is continuously increasing; the success rate, however, does not match with this trend. Therefore, this study aims to explore in depth the factors contributed to the failure of outsourced information system projects. The purpose is to to assist completing outsorced project with required quality in pretermined budgets and time span. Delphi method is applied to obtain experts's opionions and questionnaire survey is conducted on members of outsourced project. Evaluated from a project's overall schedule, cost, and quality, problems arised from the planning phase, implementation phase, and closed phase are discussed. Reasons why schedule delay, over-budget, and mismatched-quality happened are then explored. The study derived 42 factors leading to project failure. Impact of those factors are analyzed and categorized into the three distinctive project development phases. Results of this study hopefully would facilitate the operations of outsourced projects, decrease the failure rate, and achieve the essential benefits of outsorcing.
