中國物流產業政策之研究

此次選擇中國的物流產業進行政策研究，係期望透過文獻資料探討來了解中國物流產業的發展現況，且中國的政治經濟體系與其他國家較為不同，政治牽絆經濟的因素居多，是較為值得探討的範圍，而探討的目的與方法主要有以下幾項，第一是採用文獻分析法來針對中國物流產業現況進行概述，藉由中國物流產業的歷年發展、現況分析，來探討過去、現在以及未來中國物流產業的發展問題；第二是將問題整理彙整後，透過政策構面來進行分類，針對問題與障礙進行政策制定考量因素的設定，佐以層級分析法並發放專家問卷來蒐集中國物流領域專家的意見，使本研究之研究結果更貼近事實發展。研究結果顯示，在中國目前物流產業的發展情況之下，專家問卷針對政策構面的重要性程度考量排序為：法律與財政、環境與設施、創造需求、人力與技術以及干預市場。產業政策是物流產業蓬勃發展的重要推手之一，中國政府必須解決現有問題與障礙，考量整體環境、區域經濟等各項因素，建立完善的產業政策，才能使物流產業持續發展，並提升國家總體經濟。

In the past century, the high economic growth in China make it the research core around the globe. There are many factors cause the enterprise success or failure. This study tries to find out the key success factor which can generated by government, concentrating on the related policy of logistics which is made by Chinese Mainland government. As the result showed, the Chinese government should solve the ongoing problem and barriers which is generated from the market, and consider the whole environment and the regional economic of each province. That would make the logistic industry sustainable, and promote the general economic also.
