本研究是通過對地方政府運用約聘僱人員之調查,反思我國公務人力制度的缺失,提出改革建議。透過對花蓮縣、台中市及高雄市三地政府公務人員與約聘僱人員的問卷,以及對機關主管的深度訪談,本研究認為我國的約聘僱人員制度的變革,若是從彈性化改革目標出發的話,是不能孤立地處理約聘僱人員制度本身,而必須全盤考量整體公務人力制度的設計,因為公務人員與約聘僱人員兩類人力之功能實是互動牽動的。本研究發現由於我國公務人員制度的非用人機關導向的特殊性,突顯了約聘僱人員制度之優勢。這種異於國外一般情況之優勢可能代表了我們不僅要改革約聘僱人員制度,也需要改革公務人員制度,再找出兩者在公務人力結構上的平衡點。就此,本研究會因應研究發現提不同的改革方案。
This is a critical reflection on the public service system through an investigation of the management of contract staff in local governments in Taiwan, by which reform policy suggestions are proposed. Through the case studies of Hualian County, Taichung City and Kaohsiung City, in which questionnaire surveys were conducted with tenured civil servants and contract staff, and in-depth interviews are conducted with government’s officers-in-charge, this study argues that the reform of the contract staff system, in the sense of flexibilization, cannot be completed in isolation from the overall civil service system, because the systems of tenured civil servant and contract staff are intertwined. This study finds that the contract-based workforce in Taiwan enjoys some special advantages in contrast to the unique non-user-agency-oriented tenured civil service system. This unique system, which is quite different from its foreign counterparts, implies that it is not only essential to reform the contract staff system, but also the tenured civil service system. Then a point of balance is sought between the two workforces. In this regard, the study would put forward a couple of reform proposals in accordance with the findings.
