地方政府設立專責機構推動青年事務之策略研究~以桃園市政府為例

摘要


本研究採質化研究中的「個案研究法」,以桃園市政府為例,探討地方政府設立青年事務專責機構的過程及所面臨到的挑戰,及探討目前的發展現況和之後有可能碰到的問題,作為未來台灣各縣市政府成立青年事務專責機構的參考,並提供未來主政者對於民意的掌握及施政重點的參考。本研究主要發現如下: 一、 地方政府青年專責機構存在之重要性:(一)青年意見為中央和地方所重視;(二)青年政策之因地制宜;(三)更直接面對民眾;(四)反應速度快;(五) 地理位置優勢;(六)地方政府升格帶來的政策主導權;(七)部分城市需要專責機關負責高占比青年人口。 二、 青年事務局務九大檢討方向:(一)爭取議會支持;(二)與中央部會對接(三)青創基地商會化;(四)創投媒合與完備篩選策略;(五)提升青創團隊國際競爭力;(六)青諮會意見整合合作加大委員會力量;(七)建立校園窗口並持續經營校方和青年學子間之關係;(八)以國門之便,發展更多元之國際視野講座;(九)加強參與多元文化及國際參與補助之宣傳力度。 三、 九大業務方向已帶來之實質影響力:(一)青年創業資源整合中心形成,青創基地之育成力大幅提升;(二)培力成果促成行動團隊誕生,青諮會之影響力逐年提升;(三)才藝培育與活動舞台逐年成熟,扶植之演藝與國際參與新星已收成效。 四、 青年事務專責機關成功五大要件:(一)地方首長支持;(二)局處首長特質;(三)局內同仁組成;(四)議會關係經營;(五)平行機關合作。 本研究之主要建議包括: 一、 追蹤桃園青年事務局的九大任務目標之執行成效。 二、 國際參與及視野與多元文化發展的成效。 三、 創新生態圈之打造與青年職涯發展之檢視。 四、 青年公共參與與聯合國永續發展目標之連結。 五、 其他縣市是否開始籌備類似機構,其中和桃園青年事務局相近或相異之處。 六、 中央政府的青年政策變革。

The quality research based on “the case study” in this study takes the Taoyuan City Government as an example to explore the process of setting up a youth affairs agency in the local government and the challenges it faces. By exploring the Department of Youth Affairs development and the problems it will encounter later, this study will become a reference for the establishment of youth affairs agencies in all counties and cities in Taiwan, and to provide an example for future leaders to grasp the public opinion and focus on governance. The main findings of this study are as follows: 1. The importance of the existence of local government's youth-specific agencies: (1) the views of the youth are valued by the central and local governments; (2) it can draft more appropriate local policies of the local youth ; (3) the direct communication to people; (4) the rapid response; (5)geographical advantages; (6) local government's promotion increased Policy-led power; (7) Some cities need specialized agencies responsible for high-proportion youth population. 2. The Department of Youth Affairs’ nine major reviews: (1)to seek more local parliamentary support; (2)to cooperate with the central government; (3) level up youth start-ups hubs to become a chamber of commerce; (4) match venture capital with our start-ups hubs’ members and complete screening strategy to shine great teams; (5)Enhance the international competitiveness of the youth start-ups; (6) Help the youth counseling committee integrate opinions will increase its strength; (7) Establish contacts of campus and continue to manage the relationship between the school and young students; (8) Develop more and various international vision lecture by convenience of the airport in Taoyuan; (9) Strengthening the publicity of participation in multiculturalism and international participation subsidies. 3. The nine major policy directions have brought substantial impact: (1) the formation of the youth start-ups resource integration center, the cultivation of youth start-ups hubs have been greatly improved; (2) The results of the training have contributed to the birth of the local action team and the influence of the youth advisory committee has improved year by year; (3) Talents cultivation and performance stage mature year by year, and the new stars of performing arts and international participation have achieved results. 4. The five major elements of the success of the youth-specific agency: (1) the support of mayor of local government; (2) the characters of director general of the department ; (3) the composition of the department; (4) the relationship between the department and the local parliament; (5) the cooperation with other departments in local government. The main recommendations of this study include: 1. Tracking the implementation results of the nine major goals of the Deparment of Youth Affairs in Taoyuan. 2. The effectiveness of International participation and multicultural development. 3. The creation of innovative ecological system and the inspection of youth career development. 4. Exploring the linkage between youth public participation and UN’s sustainable development goals. 5. Whether other counties and cities in Taiwan have begun to prepare similar departments, which are similar or different compared to the Department of Youth Affairs in Taoyuan. 6. The transition of central government's youth policy.
