企業營運總部之管理策略規劃

摘要

近年來許多國際企業藉由重新分派管理責任、創造市場導向的單位以改變企業組織結構。在全球化的浪潮下，企業必須積極改善其績效不彰之流程，故許多企業紛紛設立營運總部，以整合的觀點處理全球事務、指揮暨協調各項營運活動，並將其衍生之知識與技術於總部中彙總整合，期能在快速變遷的競爭環境下，獲得運籌利益與規模經濟。此外，營運總部必須適時地調整經營策略，以因應消費者偏好以及市場的差異達成資源的有效運用。
截至民國九十四年止，在台灣設立營運總部之企業有二百六十家，包括金屬機械、電子資訊、技術服務…等，共八種產業。但由於產業特性的不同，企業營運總部所採取之管理策略亦將有所差異。為了解此一差異，本研究希望能依據產業特性、企業營運考量等因素，分析營運總部之功能及管理策略型態，建立一符合台灣產業之營運總部管理策略規劃參考模式。
本研究首先收集國內外探討營運總部之文獻並透過專家訪談，了解企業營運總部相關議題及各國營運總部的概況。再依據文獻收集及專家訪談之結果設計台灣企業營運總部管理策略規劃之整體輪廓，並透過企業訪談之問卷調查，以曾向政府單位申請產業電子化全球運籌相關計畫廠商或取得經濟部工業局認可，在台成立營運總部企業之高階專業經理人為受訪對象，共訪談133人次，有效問卷122份，據以分析企業營運總部應有的功能及策略之重要性與權重。最後透過聯合分析法分析各產業之營運總部各功能及管理策略之重要性權重，綜合專家訪談及聯合分析法所得之結果，設計個別產業之營運總部管理策略規劃參考模式。

In the tendency of globalization, many corporations set up headquarters to manage global business in an integrated view, thus they can control and concord operation activities, and integrate knowledge and technology which derived from business units. They want to gain logistic advantage and economies of scale in the fast changing environment. Further more, headquarters must adjust operation strategies timely in order to response industrial environment change and market difference and allocate resource effectively.
There are 260 enterprises which have set up headquarters in Taiwan until 2005. These enterprises come from eight industries. However, as a result of their distinguished industrial characteristics, the corporate headquarters should adopt different managerial strategies. In order to realize the differences, this research hopes to establish a reference model, which aids managerial strategies planning of corporate headquarters. Of which industrial characteristics and operation factors would be taken into account.
This research first investigates literature about corporate headquarters in order to understand what functions and types of managerial strategies headquarters should have. The feasibility of these functions and types of managerial strategies are further analyzed through expert interview. Based on the literature review and expert interview, the research designs a full-profile of the Taiwan corporate headquarters managerial strategies patterns. Afterwards this research visits 133 high-level specialized managers working in corporations which have obtained the approval from IDB, MOEA to set up HQ or have taken part in e-business projects proposed by the government and collected 122 effective responses. For the sake of analyzing the priority and weight for the functions and strategies, the conjoint analysis method is used. Hence a specific reference model for Taiwan corporate headquarters managerial strategies planning is built up. Such a research result hopes to provide a comprehensive understanding of HQ managerial strategies for academic and industrial circles.
