隨著全球化的趨勢,企業面臨外在環境快速變動與產業新秩序的嚴苛挑戰,企業運用資訊科技支援企業運作以強化競爭優勢已成為時代的潮流。資訊系統是企業在資訊科技運用上最具代表性之使用工具,而資訊系統會隨著外在環境與內在需求等因素的改變而演進,以適應組織需求。 全球運籌的管理風潮下,戰情中心扮演使企業快速反應與降低營運成本的重要角色。在概念上戰情中心是要快速反應企業現況,讓決策者能在統籌規劃企業運籌活動的相關事宜上做立即的回應。 本研究以個案研究方式去探索如何將戰情中心理念規劃與導入至資訊系統,據研究推論之命題發現,在規劃階段上資料的統一性、資訊的連結度與資訊通透度三層型態為規劃系統時之重要內涵,而在導入上則歸納出高層主管的強烈企圖心與積極的態度、導入順序、組織設計、與運籌機制的建立四項方針,可以作為戰情中心資訊系統規劃與導入時的方向與未來修正之指引。相信此方式在實務應用上極具可行性,能為組織在規劃與導入戰情中心資訊系統時降低失敗的風險,而帶來相當大之貢獻。
Along with the globalization tendency, the enterprise faces the fast change of external environment and the severe challenge of the industry. The use of information technology to strengthen the competitive advantage has become the tendency. Command information center system help the enterprise response rapidly and reduce the cost. In the concept of a manager, command information center can quickly express the situation. Front office also use it to plan enterprise operation related matters that concerned. In this research, we discuss how to plan and implement command information center system within organization. In the case study of command information center system, we found the followings. In the plan phase, there are three important stages: unity, connectivity and visibility. In the implement phase, we generalized four factors: authority’s will, implementation sequence, organization design, and logistic regulations In our opinion, these hypothesis can be consulted by another property when planning and implementing their command information center system. We Believe these hypothesis could reduce risks for the organization.
