陸軍直升機飛行基地訓練績效之研究
Study on Training Performance at Helicopter Air Base of the Army
摘要
直升機從運輸工具投入戰鬥行動，發展歷程不過短短數十載，從各國為積極發展「空中陸軍」進行的機動火力研發，可以看出陸軍航空部隊的快速成長及大量發展運用，儼然是現代戰爭中必然的趨勢。 由於飛行員在工作上所具有之特殊性及重要性，因此本研究認為飛行員對工作特性的認知程度，將影響其對工作的認同及態度，與積極參與程度。而單位對資源的投入程度也將影響於飛行員完成其任務之績效，並且從工作中得到個人能力肯定、人際關係、報酬獎勵…等工作上之內在與外在的滿足。因此本研究針對部隊之人員維持、作業維持、軍事投資與射擊成績等變項之關聯性加以探討，藉此對陸軍航空部隊的訓練成效有更多的瞭解。 所以，本研究欲 探討陸軍直升機飛行基地訓練績效，研究對象為三個航空基地，研究期間為民國 95年至民國 97年共三年，透過六項衡量指標，以資料包絡分析法中的CCR、BCC及效率衡量模式，評估三個航空基地訓練績效。透過本文相關實例研究的結果，本研究針對各基地爾後在執行年度演訓計畫、績效考評制度與資源管控等方面，歸納提供一些建議，以提供國軍及相關管理訓練單位參考。 因此，在未來各種重大演訓或特殊專案計畫執行前、中、後，除了參考過去成功經驗外，應適度將科學統計評估方法納入運用，以有效提升各項執行成效及減少資源浪費。

It was only few decades for the developing process that helicopter to participate in combat action during the war from transportation vehicle. From the mobile firepower research and development that different countries have actively developed the so called “Air Army”, one may see the rapid growth and mass development and operation of the Air Force in the Army have become an inevitable trend in modern wars. Being aware of the characteristics and importance of the pilots on their jobs, this study assumed the characteristics and recognition of the pilots will affect their identification and attitude toward their jobs and their degree of active involvement in the job. While the input of resources of their respective departments will also affect the performance of the pilots on completing their missions, further, to be positive on their personal ability, interpersonal relationship, rewards and praises, etc., internal and external satisfaction from their jobs. Therefore, this study has aimed at the personnel maintenance, operational maintenance, military investment and shooting achievements, etc., connection of variations of the army to proceed with the investigation so as to better understand the training performance of the air force in the Army. For this reason, this study intends to investigate the training performance at the helicopter Air base of army, the study subjects are spread in three different air bases, and the study period was from 2006 to 2008 for three years. This study has applied six measuring indexes, which include the CCR, BCC of Data Envelopment Analysis and efficiency measurement mode to evaluate the training performance on the above three air bases. From the results from the related examples on this essay, this study has aimed at the annual exercise project, performance assessment system, and resources control, etc., of different air bases held afterwards to give some suggestion as the reference for the Army and related management and training departments in the future. Thus, before all kinds of significant exercises or special project to be carried out before, in the meantime, or after, not only shall refer to the successful experience in the past, but also shall include the scientific statistic assessment methods for application so as to upgrade all kinds of execution performance and reduce the resource waste.
