摘要
光電科技工業協進會（Photonics Industry & Technology Development Association， PIDA）每年都會對全球光電市場與台灣光電產值做統計與分析；如同原先所預期的， 全球光電產業很快地邁向復甦之途。2010年全球光電市場規模突破四千億美元，成長 率近三成。如此大幅度的成長可算是金融風暴之後的大反彈，使得2010 年全球光電 市場的規模恢復至金融風暴之前，2007年的水準。 就長時期而言，全球光電產業仍會以10％左右的年複合成長率持續增長。2010年 台灣光電產業產值也突破2.2 兆新台幣，大幅成長近四成，且全球市場占有率逼近20％（TECHup科技網編輯部，2011）。 21 世紀台灣已然成為全球光電半導體發展和生產重鎮，但主要製程設備和原材料仍然掌握在國外少數的供應商手中。若想要在國際舞台上站穩腳步，必需強化企業的效益，增加企業的競爭力。而如何提升企業的競爭力與獲利能力，以維持企業永續的經營與發展，則是目前的重要課題。 如今在全球經齊的動蕩不安下，不景氣的大環境中，企業對於節省各方面的人、事、物上不斷的推出新政策。企業經常喊著要Cost Down （降低成本），以降低企業內的生產營運成本，如果可以，除了某些經常性成本無法減低之外，其他的部份能降就降，而且愈低愈好。所以租賃式ERP（Lease-ENTERPRISE RESOURCE PLANNING，租賃式企業資源規劃）系統便又再度顯現出它對於企業降低成本的優點。 企業資源的規劃以及管理是企業經營上最重要的知識，如何能夠將自我品牌的產品技術保護住並將其化為企業資源發揮到最大的效益，才能提升組織的競爭力與獲利能力，以維持企業永續經營與發展，而企業如何保持本身的核心競爭力，重視組織流程與組織績效常被視為影響的重要因素。 本研究將藉由隱形參與觀察（Unintrusive Participant Observation）者的身份，記錄導入過程，並以歷年文獻做為比對以及分析的基礎。本研究將於該企業正式上線後針對導入種子成員進行深入訪談，藉由此次探討，希望能提供給相關產業不同的參考經驗值。

PIDA would make statistics and analysis on the output value for global PI industry and Taiwan PI industry. As expected, global PI industry are back to the recovery soon. Such growth could be a leap rebound after financial tsunami. It appeared that the size of global PI industry of 2010 has went to the size in 2007. In the long run, the PI industry will continue 10% compound growth annually. In 2010, the output of Taiwan PI industry has exceeded TWD2200bn, almost 40% increased, accounting for 20% of global output. Taiwan has become the strategic location for global PI and semiconductor industry in 21 century. However, the Know How for manufacturing process of key raw material is controlled by the small number of foreign suppliers. We have to strengthen our capability in technology innovation and reinforcement of manufacturing process, in order to lift up the core competitiveness and improve the profitability. Business operation, rely on cost saving to sustain the uncertainty economy. Now Lease ERP reveals its advantages especially in saving operating cost. Business resource planning and management is the most treasured knowledge. How to protect the self owned technology and maximize the business resource is the key to Promote competitiveness and profitability, further to ensure the development of sustainable business. Therefore business reengineering and efficiency deem as important factors.
