臺灣學生運動員對奧林匹克2020改革議題認知之研究

國際奧林匹克委員會(International Olympic Committee, IOC)2014年在摩洛哥舉行的第127屆年會上通過國際奧會未來的改革方針--奧林匹克2020改革議題(Olympic Agenda 2020)，以接近年輕人為目標，目標有永續發展、提高公信力、吸引青少年三個面向，共40項建議方案。本研究目的旨在瞭解臺灣大學生運動員對奧林匹克2020三個面向的40項建議方案的認知程度。以至少參加過全國性運動賽事之大學生運動員為研究對象，在2018全國大專校院運動會及全國大專球類聯賽期間至各比賽場地以立意抽樣方式進行問卷調查，有效問卷為1230份。本研究以描述性統計(descriptive statistics)、獨立樣本t檢定(independent sample t-test)、獨立樣本單因子變異數分析(one-way ANOVA)、相依樣本t檢定(paired sample t-test)、相關分析(correlation analysis)及重要-表現程度分析(importance-performance analysis, IPA)進行資料處理與分析。本研究結果如下：學生運動員以男性居多(61.5%)；運動種類以球類運動居多(42.9%)；參加過最高層級賽事以大專校院運動會居多(38.3%)。重要-表現程度分析發現，增加財務透明化、強化奧會道德委員會的獨立性及檢討國際奧會個委員會的組成與規模等項目為急需改善；保護誠實比賽的運動員、強化道德精神及確保守法守紀等項目為優勢繼續保持。本研究之實務建議為政府相關單位及各運動單項協會應加強改善財務透明化及強化道德委員會的獨立性等相關政策。未來研究建議方面，可進一步探討奧林匹克2020改革議題宣導之效果，也可針對單一議題進行深化研究。

Olympic Agenda 2020 is the strategic roadmap for the future of the olympic movement. The 40 recommendations of Agenda 2020 are built around three priority themes: sustainability, credibility, and youth. The purpose of this study was to understand the perception of Olympic Agenda 2020 Recommendations of student athletes in Taiwan. The study was done with 1230 valid questionnaires completed by student athletes of the 2018 National Intercollegiate Athletic Games and National Intercollegiate Balls Games. Descriptive statistics, independent sample t-test, one way ANOVA, paired sample t-test, correlation analysis, importance-performance analysis were utilized for the data analysis. The results revealed that the majority of student athletes were male (61.5%), ball sports (42.9%) and national intercollegiate athletic games (38.3%); increase transparency was in the high importance and low performance quadrant; change the philosophy to protecting clean athletes was in the high importance and high performance quadrant. This study practical application suggests that Olympic Agenda 2020 issues corresponding to the implementation of strategies and action programs. Strengthen the influence of the Olympic Agenda 2020, including increase transparency and strengthen the IOC ethics commission. This research suggests that we can consider how NOC promotion affects the Olympic Agenda 2020. It can also discuss on a single topic, such as anti-doping education, organizational governance and other issues.
