雖然高雄捷運於2008年通車,但高雄市民目前對於大眾運輸的使用率仍偏低。這種大眾運輸使用率偏低的問題,乃高雄捷運目前可及性不足和高雄市民之民風特性。為了提升高雄的公共運輸使用率,減少機車的使用量,高雄市公共腳踏車租賃系統於98年3月啟用。公共腳踏車提供的是「最後一哩路」的短程接駁服務,與公車、捷運並非互為競項,而是相互輔助的角色。透過各種不同角色的大眾運輸工具結合,提升大眾運輸之可及性,方能有效的提升公共運輸使用率,抑制汽機車的使用量。 本研究以回應性評估的理論觀點,採用文獻分析法及回應性評估訪談法。透過「政策設計適切性」、「政策行銷能力」、「計畫目標達成度」和「顧客滿意度」四個政策評估指標,分析出高雄市公共腳踏車租賃計畫的現況發展與問題。 研究發現,發展公共腳踏車為永續運輸之趨勢,但目前高雄市自行車車道規劃仍未友善,配套措施也不夠積極。部分行銷策略確實增加民眾使用意願,但推廣的廣度和教育宣導的深度仍不足。目標達成度方面,公共腳踏車使用人次顯著提高;而高雄市公共運輸使用率也有提升,但仍有相當大的成長幅度。顧客滿意度部分,民眾對於目前租賃方式和收費均感到滿意。但民眾認為公共腳踏車故障率高。最後,受訪者均認為擴大公共腳踏車的服務範圍和車輛數為公共腳踏車發展之必要。最後,本研究綜合研究發現,提出具體建議予高雄市公共腳踏車租賃計畫。
Although Kaohsiung Rapid Transit System (KRTS) has started regular service since 2008, the generality for people in Kaohsiung to take public transportation remains low. The cause of low generality of taking public transportation comes from KRTS’s lack of accessibility and the government has not sufficient knowledge on the characteristics of their civics. To raise the utilization rate of KRTS and also lower the frequency of riding scooters, Kaohsiung Public Bike Rental System has been executed since March, 2009. Public bikes provide the service of short-range shuffle called “The Last Mile”. Not for taking over business from buses and KRTS, instead, the three sorts of public transportation assist one another. The accessibility of public transportation can be raised by the combination of different modes of transport for both fewer scooters on road and higher public transportation utilization rate. Taking responsive evaluation as the main theoretical point of view, the literature analysis method and the responsive evaluation interview method set to be our main research methods. For analyzing the current development and the following issues of Kaohsiung Public Bike Rental System, the following four policy evaluation indexes had been set up: “the appropriation of policy design”, “the capability of policy marketing”, “the accomplishment of project goals” and “customer satisfaction”. The findings indicate that, although public bikes can be seen as a trend of long-lasting public transportation, the current bicycle lanes and the support measures have not been planned properly yet. Part of the marketing strategies did increase the willingness of people to use this mode of public transportation. However, the width of popularization and the depth of educational promotion remain insufficient. As to the accomplishment of project goals, despite the fact that there is still room for improvement, the people who chose to ride public bikes and take KRTS for transport have been increasing significantly. For the customer satisfaction, people seem to be satisfied with the current rental mode and charge. However, there are some complains about the fault rate of public bikes. The participants all agreed on the necessity of expanding the range of series and increasing the numbers of public bicycles. At last, we generalized the findings and brought out suggestions on Kaohsiung Public Bike Rental System.
