有土斯有財是民眾財產權象徵。地籍圖的精度直接影響民眾權益及國家建設;而臺灣地區之地籍圖大多為日據時期製圖完成,若依當時之時空背景、人員素質、儀器、技術及成果整理等等因素,其良窳直接影響目前推動數值圖籍整合。雲林縣北港地政事務所數值重測區僅占轄區比例四成多,因此辦理土地複丈時,大多仰賴傳統圖解法平板測量,其精度並不符合目前政府推動數值化之要求,雖臺灣圖解地區地籍圖已於94年度全部完成數值化作業,惟其坐標系統不一,且多採分幅管理,不利地籍管理與國土資訊整合運用。本研究以實測接合圖解區分幅數化地籍圖為目的,利用自由測站法測量可靠界址點,最後藉由三參數坐標轉換方法,提出讓地籍圖與實地經界符合地籍測量實施規則規定,解決數化後圖紙伸縮、宗地跨圖幅經界線未一致等問題,進而提高土地複丈之品質,且研究發現長期累積性測量、修圖、建立電子檔,可解決人力不足、案件延宕及成果不一致性等問題,同時重建地政機關之公信力。
Land is the symbol of public property rights. The accuracy of cadastral maps directly affects public rights and national construction. The cadastral maps of Taiwan area were established since Japanese colonizing period. If it depends on the factors of space and time background, personnel quality, technical instrument, staff skill, and achievement reorganization facts, its pros and cons will directly influence driving nowadays for digitized map conformity. The digitized cadastral maps service area only for 40% in Beigang Land Office, Yunlin County. Because land revision almost used the cadastral maps to handle, it’s accuracy does not meet the government requirement. Although the cadastral maps of Taiwan had finished digitized in 1995, the coordinates system were varied and cadastral map usually used framing management. Therefore it is adversely used by the Geographic Information System(GIS). The goal of the study is to survey and merging graphic area digitized cadastral maps. By using radiation method to survey reliable parcel corner and coordinate transformation in the end will make cadastral maps and parcel corner tally with cadastration implementation rule. It solves the problems of digitized cadastral maps expansion, land parcels cross map sheet after demarcation line not consistent and so on. It will improve the quality of land revision. Additionally, the research discovers that the accumulation measurement, chart repairing, and establishment of electron files may solve the problems of manpower insufficiency, the case delays, result inconsistency, and so on. It simultaneously reconstructs trusting authority of land institution.
