恐怖行動本土化對國土安全影響之研析

摘要

自2001年美國「911事件」後，恐怖攻擊至今未曾止息，而更多不同的新型恐怖主義仍然威脅全球安全與穩定。本土型恐怖主義(Homegrown Terrorism)在美國強力的反恐戰爭後化整為零，衍生出來的新型恐怖主義有「本土化」與「個人化」之趨勢。藉由利用具有保護色功能的本國籍人民作為遂行恐怖活動的工具，以避人耳目，躲避情治單位的監視、調查與破壞，使當事國防不勝防，進而達到製造恐怖攻擊、擾亂公共秩序的目的。
本土型恐怖主義在世界各地皆有可能發生，施暴者可能是反社會人格的個人或小團體。2014年5月21日臺灣時間下午4點22分，東海大學大二學生鄭捷揮刀犯案，這種案例就是明顯的孤狼型本土恐怖攻擊。為何會產生這種本土恐怖主義，迄今尚無統一的定論，但是可以確信的是，這種恐怖攻擊事件由於其成員難以辨認，可能來自社會的各個角落，因此防堵本土恐怖主義的難度遠比打擊國際恐怖主義還高的多。此事亦突顯台灣並無法獨立於恐怖攻擊的威脅之外。
本文欲以本土型恐怖主義為研究目標，探討團體型/孤狼型恐怖主義之定義與類型，並研析國際重大恐怖攻擊事件，並檢視我國現行反恐行動組織架構及運作機制之不足，最後探討如何加強情報整合能力及情勢研判，以強化反恐整備、預警應變，危機管理與災害控管能力。

Although the United States has waged a “War on Terrorism” since the catastrophic 9/11 incident, it is clear that terrorist attacks remain a threat to global security and order. In addition, the strengthening of counterterrorist measures by Western states has led terrorists to abandon their normal tactics and switch to a new strategy – individual jihad, or so-called “lone wolf” terrorism. The emergence of “homegrown terrorism” also makes anti-terrorism a more difficult task.
With respect to homegrown terrorism, the terrorists conducting an attack may not come from abroad and may not be Islamic exetremists as one might have expected. Those terrorists may appear to be ordainary citizens and there is no easy way to single them out. This has put many societies under the shadow of terrorism. The MRT incident in May 21, 2014, for instance, indicates that even Taiwan is not outside the potential threat of terrorism.
The thesis studies homegrown terrorism and differentiates it into two categories: group-based and lone-wolf terrorism. Through examining several cases the thesis attempts to find out the features of these two types of homegrown terrorism. It then discusses the current counter-terrorism measures in Taiwan, and offers some policy suggestions.
