員工協助方案、人格特質與工作壓力對組織承諾之影響-以台灣自來水公司為例

摘要


員工協助方案經行政院自民國 92 年及 96 年起分別推動相關措施,並於102年4月重新彙整,將服務內容由個人提升至組織及管理層次,另於104年導入評鑑機制擴大至各主管機關,又於106年修正為「員工協助方案2.0」,透過效益評估指標,督促各機關自我改善、精進服務品質,由此可知員工協助方案對組織的重要性。 探究目前國內各國營事業配合政府推動實施員工協助方案計畫中,以台灣自來水公司推動時間較短,本研究以國營事業中台灣自來水公司為例,針對推動員工協助方案對國營事業不同人格特質的員工,於工作壓力與組織承諾之影響因素進行探討與驗證。在問卷發放上,總計發出 376 份,回收 362 份有效問卷,有效回收率為 96.3%。本研究進一步透過敘述性統計分析、因素分析、信效度分析、簡單迴歸分析等方法檢定各項研究假設。 研究結果顯示:國營事業內、外控傾向員工人格特質會顯著影響工作壓力與組織承諾;同時推動實施員工協助方案後,對於工作壓力與組織承諾產生一定程度影響。本研究並提出後續建議,期望精進各項措施,以降低員工之工作壓力、提升行政效能及組織經營績效。 關鍵詞:員工協助方案、人格特質、工作壓力、組織承諾

Since 2003 and 2007, the Executive Yuan has respectively launched the employee assistance program and taken some measures.. In April 2013, the program was reorganized and its services were expanded from individuals to organizations and management levels. In 2015, an assessment mechanism was introduced and expanded to competent authorities. In 2017, the program was revised into “Employee Assistance Program 2.0”. Based on efficiency evaluation indicators, the program urges various agencies to improve themselves and the quality of services. This shows that the employee assistance program plays an important role in organizations. Among all the Taiwanese state-owned enterprises who cooperate with the government to promote the implementation of the employee assistance program, Taiwan Water Corporation has promoted it for a relatively short period of time. This study, taking Taiwan Water Corporation as an example, explores the employees with different personal traits in the state-owned enterprise and discusses how the employees promote the employee assistance program under the influence of work pressure and organizational commitment. In this study, a total of 376 questionnaires are issued and 362 valid questionnaires are collected, with the effective recovery rate 96.3%. This study further verities various hypotheses by the means of descriptive statistics, factor analysis, reliability analysis, validity analysis and simple regression analysis. The results show that the employees with extrovert traits significantly affect work pressures and organizational commitment; at the same time, the implementation of employee assistance program exerts some influences on work pressure and organizational commitment. This study proposes follow-up suggestions with the hope of improving various measures to reduce employees’ work pressure and improve administrative efficiency and the performance of organizational operation.
