影響報考志願役士兵意願因素分析-以澎湖地區現役軍人與社會未役青年為例

摘要


台灣的兵役制度已由募徵併行制轉型為現今的全募兵制,國防轉型及組織調整已成為國軍一大問題與挑戰,人力資源的有效分配與運用,為國軍建軍備戰成功關鍵因素,如何掌握時代脈動,以求新求變的創新思維開創新局與契機,人才為建軍的主要根本,基此,在推動全募兵制的政策下,如何讓更多台灣的青年人加入國軍,並藉由法規修正使軍人福利地位革新,以精進國防力量,並達成人力素質及就業意願的提升,為當前建軍備戰首當其衝的重點。 本論文首在對於現役職業軍人及社會未役青年在國軍現行制度,探究報考國軍志願役士兵暨儲備士官意願因素影響國軍招募成效分析,能夠在現行制度及政策福利等方向做深入回顧與探討,檢討如何提升從軍者選擇報考國軍志願役士兵暨儲備士官增加報考意願,以強化國軍素質及整體兵力之提升。 研究採用量化的問卷調查法,以現役職業軍人與社會未役青年作為研究對象,以群聚抽樣方式發放問卷,個別發放現役職業軍人200份問卷及社會未役青年150份問卷,合計共發放350份問卷,回收285份,有效樣本為270份,信度分析Cronbach’s α值為 0.961,在資料分析上,主要使用 SPSS22.0 版統計軟體,進行敘述性統計分析、單因子變異數分析、信度分析、T檢定及卡方檢定Pearson相關分析等研究方式與技術,藉此瞭解不同背景之變項是否與報考者的意願存在相關差異,此分析結果將作為國軍人才招募參考。 本研究結果包括: 1.不同背景(性別、年齡、婚姻狀況、薪資待遇)之變項差異中對於報考意願者有部份顯著性差異。2.從軍意願者在國軍形象、福利權益保障、健康安全醫療服務與工作價值觀對於從軍吸引力之變項有無顯著關係。由此證明對於選擇報考國軍志願役士兵暨儲備士官而言,若能透過建立良好社會地位認同價值觀,並提升健全軍人福利制度,能提供國軍相關部門參考並對國軍志願役士兵暨儲備士官甄選及募兵政策有具體貢獻。

Taiwan’s military service system has been transformed from a parallel system of recruitment to a current full-raid system. The transformation of national defense and organizational adjustment have become a major problem and challenge for the national army. The effective allocation and application of human resources has become a key factor in the success of the national army’s military preparation. How to grasp the pulse of the times, and to create new ideas and opportunities for the innovative thinking of new changes, talents are the main foundation of the army, and under this policy, how to let more young people in Taiwan join the national army under the policy of promoting the full recruitment system, And through the revision of laws and regulations, the military's welfare status has been reformed, and the national defense force has been refined, and the improvement of human quality and employment will be achieved, which is the first focus of the current military preparations. This paper is the first in the current system of active military personnel and social unemployed youth in the national army, to explore the willingness of the national army volunteer soldiers and reserve officers to influence the recruitment of the national army, can make an in-depth review in the current system and policy welfare And to explore, how to improve the military's choice to apply for the National Army Volunteer soldiers and reserve officers to increase the willingness to apply, in order to strengthen the quality of the national army and the overall strength of the improvement. The study adopts a quantitative questionnaire survey method, with active servicemen and social unemployed youths as research objects, and distributes questionnaires by cluster sampling. Individually distributed 200 questionnaires for active servicemen and 150 questionnaires for socially unemployed youths, a total of 350 questionnaires were issued. In the questionnaire, 285 copies were recovered, and 270 valid samples were used. The reliability analysis Cronbach's α value was 0.961. In the data analysis, SPSS22.0 statistical software was mainly used for narrative statistical analysis, single factor analysis and reliability. Analysis, T-test and Chi-square test Pearson correlation analysis and other research methods and techniques to understand whether the changes in different backgrounds are related to the applicant's wishes. The results of this analysis will serve as a reference for the recruitment of national military personnel. The results of this study include: 1. There are some significant differences in the differences between the different backgrounds (gender, age, marital status, salary). 2. From the will of the military, there is no significant relationship between the image of the national army, the protection of welfare rights, health and safety medical services, and work values. This proves that for the soldiers and reserve judges who choose to apply for the country, if they can establish a good social status and enhance the welfare system, they can provide relevant departments of the national army and refer to the national military volunteers and reserves. The selection of non-commissioned officers and the recruitment policy have specific contributions.
