試辦技專校院與高職策略聯盟成效之研究

摘要


本研究旨在探討「試辦技專校院與高職策略聯盟」之教學、研究、服務與資源共享等活動,期能建立合作共識與教育資源互補之功能,達成教育之垂直銜接與資源整合的功效,進而提昇高職教育品質,以發展學校特色。 本研究第一年將臺灣地區之技專校院分為:北區、中區、嘉南區、高屏區及東區各二至三所技專校院為主辦及協辦學校,再由主、協辦之技專校院邀請區內之高職10餘所為策略聯盟學校、全國共74所高職參加。 研究小組爲瞭解執行成效與協助各區計畫之試辦,進行進度之追蹤與管考、品質之管制、成效評估等工作。經實證研究一年來有以下之成效: 一、已初步建立技專校院與高職策略聯盟關係,強化合作機制,成效良好。 二、已建立技專校院與高職互動與夥伴關係,強化學校間垂直合作的基礎,讓高職學生的學習能產生無縫的銜接,教育資源能充分的運用及整合,成效良好。 三、已逐步呈現學生就近就讀技專校院之意願,落實社區型技專校院的理想。 四、建立對各區試辦成效的資料蒐集、分析及基礎運作模式,作為後續瞭解各區的繼續追蹤依據且成效良好。 五、評估技專校院與高職策略聯盟學校實施成果,並提出改進建議。對政策之宣導作了初期的規劃及培訓,可作為擴大宣導之基礎。

This research aims to explore into the teaching, research, service and resource sharing about ”Construction of Research into Strategic Alliance Effects of Technical College and Polytechnic University and Senior High Vocational School.” In the hopes of constructing the supplementary functions of cooperative consensus and educational resources to achieve the effect of educational vertical connection and resource integration, furthering to elevate the quality of senior high vocational education and to present the school’s distinguishing characteristics. In the first-year research, technical college and polytechnic university in Taiwan area are divided into northern Taiwan area, central Taiwan area, Chiayi and Tainan area, Kaohsiung and Pingtung area, and eastern Taiwan area with 2~3 technical colleges and polytechnic universities in each area as the organized units. Furthermore, 10-more local senior high vocational schools are invited as schools of strategic alliance by those organizing colleges and universities in each area, making it a total of 74 senior high vocational schools participating in this strategic alliance. To gain insight into the effect of the execution and assist in the promotion of projects in each area, Ministry of Education has carried out the follow-up, management and survey of project schedule, control of quality and effect evaluation. The one-year research has thus achieved the following effects: 1. It shows a good effect as the strategic alliance relations of technical college and polytechnic university with senior high vocational schools of suitability learning community have been preliminarily constructed to strengthen the cooperative mechanism. 2. The satisfactory effect shows that the interactive relations and partnership between technical college and polytechnic university and senior high vocational school has been built to strengthen the foundation of vertical cooperation among schools, leading senior high vocational students’ learning to solid connection as well as making the complete employment and integration of educational resources. 3. It has shown students' willingness to enroll in local technical colleges and polytechnic universities, thus successfully carrying out the educational ideal entertained by community-based technical colleges and polytechnic universities. 4. A satisfactory effect has presented that the establishment of the mode of data collection, analysis and fundamental operation for the promotional effect in each area is served as the subsequent understanding of the follow-up basis in each area. 5. The evaluation into the effect of implementation on strategic alliance of technical colleges and polytechnic universities with senior high vocational schools has been conducted and the suggestions of improvement have been further proposed. The preliminary planning and training on the propaganda of policy have been carried out and are served as the foundation to expand the propaganda.
