大學圖文傳播系所畢業生參加公職考試生涯期望與實現之研究
A Study on the Public Service Career Expectations and Achievements for University Graduates from the Graphic Communications Department
摘要
臺灣地區的圖文傳播學類的圖文傳播系所一年培育約2,000位學生，近5年圖文傳播系所畢業生報考高普初等考試共計875人，每年平均報考人數每175人，報考比率占全部學生9.1%。5年來，圖文傳播系所畢業生共計12人錄取公務人員高普初等考試，平均每年2.4人錄取。研究發現這五年間，雖然國立學校畢業生之錄取率優於私立學校畢業生之錄取率，但私立大學圖文傳播系畢業生錄取公務人員高普初等考試之人數表現優於國立大學圖文傳播系畢業生，仍值得相關單位正視。 在報考國家考試期望方面，1.由年代來看：近5年圖文傳播系所報考公務人員高普初等考試人數逐年增加，2.由學校來看：私立大學報考公務人員高普初等考試人數多於公立學校，3.依類科分：圖文傳播系所畢業生對一般行政、人事行政、教育行政、文化行政、勞工行政五項公職類科期望較高。在錄取國家考試表現方面，1.依年代分：97年，圖文傳播系所畢業生錄取公務人員高普初等考試行政類科人數最多，其次為96年，再者為95年。2.依學校分：世新大學圖文傳播暨數位出版系錄取公務人員高普初等考試行政類科人數最多，其次國立台灣師範大學圖文傳播系，再者為中國文化大學資訊傳播系。3.依類科分：圖文傳播系所畢業生錄取公務人員高普初等考試行政類科人數最多之類科為一般行政，其次為社會行政和人事行政。 建議：1.正視私立大學在國家考試方面表現優於國立大學之事實，2.各校應針對畢業生錄取表現較優之類科強化相關課程之學習，促使學生在這些國家考試類科有更好之表現。3.國家考試表現不佳之學校應確實檢討原因，以加強培育學生在各領域之行政知識和能力。未來宜針對圖文傳播系所畢業生對投入公職之期望與實際表現之落差加以解決，以促使其對投入公職生涯之規劃能夠實現。

There were approximately 2,000 students who graduated from the departments and graduate schools of Graphic Communications in Taiwan annually. In the last 5 years a total of 875 of these graduates took the Civil Service Senior, Junior and Elementary examinations all together. On average 175 of the Graphic Communications graduates took the Civil Service exams in an annual basis, accounting for 9.1% of the total students who took the tests. Statistical data collected in the last 5 years from 2005 to 2009 indicated that there were 12 Graphic Communications graduates who passed the Civil Service examinations. Moreover, students graduated from private universities performed better in these tests than those graduated from the public universities, breaking the ”public universities are superior to the private universities” myth. This finding is worth of noting by relevant education agencies in Taiwan. In recent years there were several developing trends originated from various expectations on the national Civil Service exams: 1). More and more Graphic Communications graduates have participated in the exams every year in the last 5 years; 2). Significantly more graduates from the private universities took the Civil Service exams than those graduated from the public universities (700 vs. 175) and 3). Graphic Communications graduates in general had high prospects in General Administration, Personnel Management, Education Administration, Cultural Administration and Labor Administration areas. The trends in test performance prospective were: 1). The 1997 academic year had the highest number of Graphic Communications graduates who passed the Civil Service Exams, academic year of 1996 and 1995 had the second and third highest passing rate, respectively; 2). From school performance prospective, students graduated from Shih Hsin university's Department of Graphic Communications and Digital Publishing had the highest passing rate in the Civil Service exams; National Normal University's Department of Graphic Arts and Communications ranked the second, followed by the Chinese Culture University's Department of Information Communications; 3) From classification prospective, most Graphic Communications graduates passed the Civil Service exams in the General Administration class, followed by Social Service and Personnel Management classes, respectively. Suggestions: 1) Formally recognized the fact that Graphic Communication graduates from private universities performed superior to those from public universities in the national Civil Service exams; 2). Each university should further strengthen relevant courses in which its graduated students showed superior test performance to strive for even better performance; 3). Universities with poor performance in the Civil Service exams should review the root causes and improve their teaching and training materials, bridging the gap and help their Graphic Communications graduates fulfill their career dream and planning as public civil servants.
