本研究以原住民社區為對象,採層級分析法(AHP)評估生態旅遊策略性指標。層級分析法呈現不同階層評估因子權重,突顯決策因子的重要程度。透過35位實務界與學術界專家,估計20項因子,呈現當地居民發展生態旅遊的指標序列,結果顯示,第一階整體指標權重依次為經濟(35.2%)、環境(26.5%)、社會(26.1%),最後是政治(12.2%)。實務界與學術界均給予政治權重最低,其餘三項指標,排序完全不一致。第二階層權重比方面,實務界與學術界對於經濟指標評估因子的看法一致,政治與社會指標各有三項評估因子的重要性排序不同;環境指標則有二項評估因子排序顛倒。此結果兼顧學術界的專業與實務界的經驗,期能提供決策者發展社區生態旅遊策略的基礎。
This research took aboriginal communities as object areas, and adopted the Analytic Hierarchy Process (AHP) to estimate the sustainable indicators on ecotourism development. AHP model can present different weight of stratum valuation, and then highlight the importance of decision-making factors. Therefore, this article aimed at 20 valuation factors, to evaluate the sequence of sustainable indicators about ecotourism developing for local residents, through 35 scholars and experts. The analysis showed the important sequence of indicators' weight on overall indicators of the first class. The first is for the economy (35.2%), followed by environment (26.5%), then the community (26.1%), bring up the rear is political (12.2%). Practitioners and academics both gave political minimum weight, but their order of the other three indicators was completely inconsistent. As to weight ratio of the second class, practitioners and academics both gave the same order on the evaluation factors of the economic indicators, but there were three evaluation factors of the political and social indicators in different order between them. In addition, two evaluation factors of environmental indicators were in reversed order between them. These results made by both expertise of the scholars and practical experience of practitioners, which may basically provide decision-makers for developing community-based ecotourism policy as a reference.
