英國礦區土地再利用模式之探討

摘要

石灰石礦為我國重要的水泥工業原料，對於國內的經濟發展，具有相當的貢獻。民國八十六年西部採礦權停止後，釋出數萬公頃的土地，這些大面積的礦區土地即成為廢棄地。其綠化方式，各國及臺灣地區皆有很好的技術，包括生態復育、植生工法、景觀工程等。然而在土地綠化復育之後，這些已開發礦區的土地更生與再利用，遂成為礦權停止後，迫切需要思考的問題。本研究選定以英國礦區為對象，探討該國對於礦區土地的更生復育，如何將高污染性的採礦區，轉變為以生態教育及礦區旅為主的復育區，本著永續發展的理念，亟思進一步的土地再利用，一方面成為國內生態教育活的教材與場所；另一方面提昇我國的環保形象，成為國際環保再利用的實例。

The act of surface mining in western Taiwan was stopped in 1997. Since then, the closed down mines had become waste land. Waste land which is derelict, degraded, and neglected. We are now facing the issue of how to transform our waste land to a better use after a great deal of money has been spent on reclaiming it.On the small island of Taiwan, “new land for old” is an important land policy. The development of the limestone industry in “Big Stone Mountain” in southwest Taiwan has had a marked detrimental effect on the local landscape over the past 40 years. Increased public awareness and concern over environmental issues has recently heightened expectations of the land reclaiming process. With the future demand to find more sustainable use for the waste land, a viable strategy for waste mined land reclamation is needed. The idea that land cannot be re-used and restored is not true. Land is like any other recyclable resource. We do not have to wait to do something. We can complete the cycle and explore all the ways in which derelict and neglected land can be put to new use. Indeed, the best time to deal with land that has been disturbed for mineral acquisition is while the disturbance is still in progress and the mining operator's and equipment are still on site. Most waste land is in such a poor state that it is difficult to see how any better use can be made of it. Fortunately, there is a wide variety of possibilities. Remarkable progress has been made in the area of waste land redevelopment. For example, waste land to housing and open space, to amenity and public park, to golf course and leisure center. Case studies are being developed from The Lower Swansea Valley Environmental Renaissance Project in Wales and The Peak District National Park in England. The aim of this research was to: 1. apply the lessons for the reuse of mined land from the UK in Taiwan 2. provide guidance for central government on waste land reuse 3. transform our waste land from industrial use to environmental-oriented use
