淺談我國長期照護機構之評鑑制度

摘要

隨著國人平均餘命增加，家中可提供的照顧人力減少，我國機構式照護之長照機構及入住民眾也逐漸增多。2010年調查發現，我國提供機構式服務之各類型長照機構為1，773家，分別由衛生署、內政部及行政院國軍退除役官兵輔導委員會（以下簡稱退輔會）三大行政體系管理，合計可提供床位數為107，672床，平均佔床率則約為77%。
提升長期照護服務品質，為長期照護體系發展的重要議題之一。而機構品質促進與維護可藉由外部之評鑑機制達成。國內長期照護機構評鑑制度因主管之行政體系及法源均不同，其評鑑準則及實施方式等亦有所差異。本文提出如何在求同存異的原則下制定評鑑準則，以為未來整合國內各類型長期照護機構評鑑制度的可能方向。

With the increase of life expectancy and the decrease of human resource in each family, long-term care facilities and residences are increasing. As the investigation in 2010, there are 1,737 nursing facilities with 107,672 beds, which are administrated by Department of Health, Ministry of the Interior and Veterans Affairs Commission. The occupancy rate is around 77%.
To improve the quality of long-term care becomes one of the most crucial issues in developing the system. Moreover, the quality of service can be maintained and improved through the external evaluation. Due to the differences among executive organizations and regulations, the evaluating criteria and process vary. This article is proposing an integrated pathway among evaluating standards in order to create a possible direction for evaluating long-term care facilities in Taiwan.
