綠色社區之總體營造-以新北市汐止區中正社區為例

The Green Community Development of Zhong Zheng Community in the Xizhi District of New Taipei City

摘要


隨著民主政治的興起與公民意識的覺醒,人民逐漸要求政府開放參與公共事務的機會與空間。在1994年行政院文化建設委員會主任委員申學庸提出「社區總體營造」的理念之後,政府開始重視以社區參與或自主提案的方式,達成改善居住環境與提升生活品質的目標。因此,就社區總體營造的執行面而言,政府必須積極與民間建立協力夥伴關係,協助與支援各社區團體並鼓舞民眾參與志工活動,給予民眾對自身生活環境改造有學習與省思的機會。本文藉由文獻檢閱回顧臺灣推動社區總體營造的發展歷程及其困境與成功要素,試圖指出在市民參與的過程中,綠色社區總體營造的成功關鍵。並探究政府與社區在協力夥伴關係中的互動與各自扮演的角色與功能。此外,各國政府如何在全球暖化下透過節能減碳與綠色環保運動建構綠色社區總體營造?最後,本文以中正社區發展協會為「深度訪談」的個案研究顯示,該協會所引導出的社區資源整合、社區自主性與凝聚力是社區總體營造的關鍵因素。公私部門的互動模式是推動社區總體營造的較佳模式。

With the rise of democracy and the awakening of civic consciousness, more and more people demand that the government should offer more access to public affairs. Since the former Minister of Council for Cultural Affairs, Ms. Shen, proposed the idea of Community Development in 1994, the government has paid more attention to the participation of the community and self-directed proposition to achieve the goal of improving and bettering the standards of living. Therefore, as for the enforcement of community development, the government must actively build the partnership with private sectors, helping and supporting each community group and inspiring people to take part in volunteer activities, and giving people the chance to learn and reflect on the reform of their living environment. This thesis aims to highlight that, in the process of the civil participation, the success of the key elements in Green Community Development (GCD), by referring to works of the history of community development in Taiwan and its difficulties and key factors behind the success. Moreover, this thesis also focuses on the reciprocal relationship between the government and the community, their roles and functions. Furthermore, we will discuss how the governments all over the world build GCD by energy saving, carbon reduction and green environmental movement while facing global warming. Lastly, the in-depth interview in the case study of Chung Cheng Community Development Committee (CCCDC) shows that the integration of community resources, community autonomy and cohesiveness leaded by CCCDC are the key factors behind community development. The Public-Private Partnership (PPPs) is an ideal model to promote community development.
