摘 要 論文名稱﹕全民國防與學生軍訓教育發展之研究 頁數﹕230 校所別:國立台北科技大學技術及職業教育研究所 畢業時間:九十五學年度第二學期 學位:碩士 研究生:蘇局玄 指導教授:林輝亮博士 關鍵詞:全民國防、軍訓教育、軍訓教官 全民國防是當前我國國防政策的核心,為透過教育的方式落實全民國防的理念,立法院於民國94年2月公布之「全民國防教育法」第7條規定,各級學校應推動全民國防教育,並視實際需要,納入教學課程,實施多元教學活動。 本研究採文獻分析法,從「全民國防」與「學生軍訓制度」,循序漸進由全民國防的歷史與時代趨勢,進一步暸解各國全民國防實踐的方式,進而探討我國推行學生軍訓教做為全民國防一環的理論與作為。 本研究獲致重要結論如下: 一、全民國防是以「全民防衛」、「軍事防衛」、「平民防衛」及「心理防禦」四面向為主要範圍。 二、學生軍訓教育是全民國防的核心工作,而學生軍訓教育以「心 理防禦」為核心、青年服勤動員為主軸。 三、青年服勤動員之理念在「落實平戰結合概念」,課程則以「就地服勤編組」、「愛鄉愛土」與「保家護產」為目標。 四、「青年服勤知能」訓練,為學校教育課程之主軸;以青年服勤動員編組為基本架構,運用軍訓教學時間實施專長教育。 五、「青年服勤動員」編組,達成學生人力動員;就當前國家戰略而言是「有效嚇組,防衛固守」,而全民國防就是最經濟的嚇阻戰力。

Military Education Instructor Defense by all the people is the core of our present national defense policy .In order to realize its rational concept; the Legislative Yuan promulgate “Defense by all the People Education Act” in Feb. 2005. According to Article 7 of the Act, college and universities should push the military education program and arrange curriculum to implement military education activities in every way. The study uses the method of documentation analysis from defense by all the people and student military education program to the history and era trend step by step to further understand how other countries in the world perform their defense by all the people and what we are going to do, the theory and the action . The important conclusions of the study are as follows: 1. The scope of defense by all the people are “defense by all the people” , “military defense”, “civilian defense” and “psychological defense” which is so called student military education program and is the core. 2. The core mission of defense by all the people is student military education program, and that program uses psychological defense as the core and mobilizing youth students serving in military. 3. The concept of organizing and mobilizing youth students is implement the concept of war and peace the courses object are based on their residence and to build confidence in “love our country and land” and “Defense our family and property”. 4. To use the training of youth students knowledge and skill in performing military services as the axle of school education courses and use the organization of mobilizing youth students serving in military as basic structure to use military education program to enhance their professionalism . 5. To use the organization of mobilizing youth students serving in military to realize student manpower mobilization. To our recent national strategy, it is “effective deterrent” and “defend firmly” and defense by all the people is the most economical deterrent power.
