應用模糊公理設計法於機場安全管理系統與品質管理系統整合之研究

摘要


企業面對經營環境快速變遷,為增進各種管理效能之需要,面臨不斷導入新管理系統的壓力。近年來,整合管理系統已成為國際趨勢,相關實務界專家與國內外學者紛紛開始探討管理系統的整合方式,希望能確實地進一步提升管理效率。對航空領域而言,安全管理系統與品質管理系統是維護機場正常運作不可或缺的關鍵要素,本研究將品質的概念納入安全管理中,應用品質管理系統中PDCA管理循環為基礎,建立機場安全與品質管理系統之整合架構。 以往關於整合管理系統的研究多集中於一般企業的個案探討,研究內容著重品質與環境管理系統或品質、環境及職場健康與安全管理系統的整合,尚未有學術研究探討機場安全與品質管理系統整合的議題。且此類研究均以敘述性方式或統計分析呈現,並未提出一個科學化的方法加以探討。因此,本研究以經營管理的角度導入全面品質管理的觀點,並利用模糊公理設計法來構建機場安全與品質之整合管理系統。 本研究透過一系列的專家訪談並結合模糊公理設計法,分析得到之研究結果顯示,計畫構面(P),適合整合的項目是「文件化要求」與「管理責任」,最不適合整合的項目為兩系統的「目標」;執行構面(D),兩系統之「監督與設備管制」屬於最適合整合的項目,較不適合整合的項目是兩系統「設計和開發審查」;檢查構面(C),兩項管理系統最適合整合的項目是「審查與監督」,最不適合整合的項目是「資料分析」;改善構面(A),「未來目標」與「持續改善計畫」屬於適合整合的項目。分析後與受訪專家再次進行深入訪談,探討資訊含量歧異項目之主要原因。 本研究針對建構機場整合管理系統所須重視的要素,分別提出相關建議:(1)建構整合管理系統初期應先討論實施整合管理系統所適用的方法以及組織的管理內容與權責是否須適度調整。(2)推動整合安全與品質管理系統可從文件整合著手,依組織內部的實際需要制定整合性管理手冊。(3)建議於文件整合之後,接著規劃兩系統的審查與監督、不符合標準規範之管理和持續改善計畫等方面進行整合。(4) 組織欲實行管理系統整合時,為避免發生責任與職權難以劃分的問題,應視產業規模的大小、組織管理系統發展的程度,可自行研擬整合方案或考慮是否需要委託管理系統整合顧問公司協助進行整合規劃工作。

Enterprises are facing fast changing of manage environment. They have to keep adding new management systems in order to promote the managerial efficiency. Recently, the integrated management system is becoming an international trend. To promote the managerial efficiency, the experts and scholars all dedicate to the integration management system. In the field of aviation, safety management system and quality management system are the key elements to maintain operation being normal. This study includes both the concept of quality and safety management, which also uses P-D-C-A management cycle structure to make a framework of integration in airport. The previous related integrated management system research is mainly focused on exploring the case study in the enterprise. They are emphasized on the integration of quality and environment management system or quality, environment and occupational health and safety management system. The research tends to use statistics analysis to demonstrate the importance of integration but ignores to apply scientific analytical method to build up the structure of how to integrate the management systems. However, the study on integration of quality and safety management system in airports is rarely discussed. Therefore, this study attempts to use the Fuzzy Axiomatic Design for integration of safety management system and quality management system in airports. By using a sequential interview and the Fuzzy Axiomatic Design method, this research finds that in the Plan (P) stage, the most suitable integration item is “documentation requirements” and “management responsibility”; and the most unsuitable one is the “objectives”. In the Do (D) stage, the item of the most suitable integration is “monitoring and control of equipment”, and the most unsuitable integration item is “design and development review”. In the Check (C) stage, the most suitable item is “review and control”, and the most unsuitable one is “analysis of data”. In the last Act (A) stage, “objectives of future” and “continual improvement” both are the suitable items for integration. Based on the above elements, we present several suggestions: (1) Building an integrated management system has to consider these issues beforehand. The first one is the way to building an integrated management system; the second one is focusing on whether the management and authority need to be adjusted or not. (2) The integration of safety and quality management system which could be started from documentation integration. (3) After integrating documentation, scheming the integration of the review and supervision, nonconforming regulations, and continuing improvement plan for the two systems. (4)It depends on the scale of organization and progress of development, and then consider if it is necessary to look for consultants support.
