To implement performance bonus scheme that promoted by Executive Yuan effectively, all agencies have to establish their own performance management system that with both reliability and validity. It is hoped that the adoption of performance bonus can bring up the morale of civil servants as well as to improve government performance. However, because it's an innovation of personnel system, we would like to take the promotion of performance bonus system as a process of organizational learning and hope that through the brainstorming, continuing sharing, and exchanging of experiences, performance bonus and performance management system will be more perfect and feasible.
