Since the 1990s cross-Strait negotiation has always been entangled in the One-China dispute, which is substantially related to the so-called ”1992 Consensus.” After the Ma Ying-jeou government came to power in 2008, although cross-Strait relations have been improved, the One-China dispute and the ”1992 Consensus” are still the forbidden ground and sensitive issue for the leaders of the two sides of the Taiwan Strait, who want to leave aside the problem and try to find out practicable approaches. The ”1992 Consensus” is the most controversial core issue among the CCP, KMT and DPP, on which the three parties spoke various words respectively. Nevertheless, the ”1992 Consensus” has not only been the basis of interaction between the two sides of the Strait since the 1990s, but is also the key point concerning conflict or peace across the Taiwan Strait in the future. Furthermore, it has been expanded to be a international consciousness since Hu-jintau called to Bush in the air-meeting.
