兵役體檢中疑似性別認同障礙之流程安排處理經驗

Experience of Redesign Schedule with Considered Gender Identity Disorder in Recruited Physical Examination

摘要


我國現行的兵役制度主要為徵兵制,憲法規定年滿十八歲的台灣居住男子,均有服役的義務。近年來為提升我國軍素質,依國防組織法推動精兵政策,加強役男的入伍篩檢,排除罹患臨床及精神疾患者服役。體檢人員有義務協助受檢人員提供必要的協助並配合完成體檢,因此,在執行役男體檢時,若遭遇疑似性別認同障礙之受檢役男,在不影響其他受檢人員且同時尊重其個人權益的前提下,為避免許多不必要的困擾及紛爭,同時可以順利且迅速的執行體檢任務,在整個體檢流程的設計上,必頇考慮到其個人的身心狀態及隱私考量而做部份的變更設計。在考量體檢中涉及隱私的項目部份包括胸部X光、心電圖及外科,本文提出體檢流程的新設計,初步實施成效良好。因此提出個人的實務經驗,作為所有參與或即將參與兵役體檢之行政與醫護人員參考。

The military service in Taiwan currently adopts recruiting system. Under the Constitution of Taiwan, male citizens aged over eighteen are obligated to serve in the military. In recent years, in order to enhance the military physical quality, an examination standard that excludes those who with clinical and psychological diseases records to join the army has been developed strictly, based on the Elite Soldiery Policy of National Defense Ordinance. With the duty of helping examinees do through with the physical examination, we examiners have to consider their individual statements and the privacy so as to adjust partly while practicing it. The purpose of this case study is to explore the experience of handling the gender identity disorder patient in the field of physical examination. Through the participation, by considering their personal cause, we can execute a thorough examination effectively and smoothly but not influent other examinees, and, avoid unexpected embroilment. In particular, the private items including chest X-ray, electrocardiogram, and gender organ examinations must be executed with care. The experienced design and preceding schedule may here be provided as a reference to the participants involving in the field of recruited physical examination.
