近十幾年來,文化產業已經為歐洲多數城市帶來經濟和創造相對的符號價值,從一個地方經濟的邊緣角色,提高在都市政策中的可見度和地位。但是,文化產業是否會是二十一世紀全球新興產業的主流,抑或只是另一個新興但效果有限的地方振興策略,本文嘗試就趨勢和潛藏問題,提出討論。本文首先引介理論和觀念討論文化產業的趨勢和發展,第二部份說明當前國外城市文化政策及經濟衍生效果,然後就文化產業在發展上和永續進程上所存在且必須正視的問題,將一些目前學術上文章討論的觀點和觀測到的結果,做一個清晰的整理和強調。最後,再嘗試做一個代結論,對文化產業政策的前景提出建議,希望對台灣積極進行的地方文化產業發展政策有所助益。
In last decade, an integral feature of the transformation of cities in European is the economic and symbolic value created by cultural industries. This development may successfully move those cities that adopted cultural policies from industrialization, technological society then to new economic stage of city. From being a marginal concern in policy, the cultural or ‘creative’ industries have become highly visible and explicitly linked to local economy. However, such policies raise a number of questions that may hold its progress as the world entering the 21st century. In this paper, we focus on the trends and issues of development in cultural industries and try to explore the way of treatment. The first part of the paper will outline current debates around the complex interaction of the local economy and the cultural industry in general. As a second backdrop to the discussions, we will provide this introductory review of cultural policies and the spread-effect in economy. Specially, we will highlight the issues through some attempts at characterizing the relationships between local economy and sustainable development of cultural industry, followed and drawn from the analyses of literature and the distinctive contributions to the literature on culture and economy in the European countries. Should there be any conclusions and suggestions for the development of cultural industry this paper will propose in the end and hope to be helpful to the local economy and the cultural policy in Taiwan.
