模糊多目標區位規劃之研究:以中正國際機場消防站為例

Fuzzy Multi-objectives Facility Location Programming: A Case Study of C.K.S. International Airport in Taiwan

摘要


模糊多目標區位規劃是在多個目標同時考慮時,決定各目標最大滿意度下之設施最佳區位:近年來因台灣地區空運蓬勃發展,客運量及貨運量皆大幅成長。日本83年4月名古屋華航空難事件之發生,使台灣當局警覺到,徒有密集的飛航班次及空運能量,若機場內消肪站區位規劃不當、救護能量不足,一旦場內飛機失事,將使所有為亞太空運中心所做的努力付之一炬。因此,本研究參考飛安相關研究,以ICAO(1995)消防力設置標準評估中正站現況,發現中正站民國84年時,硬體設備仍有所不足,故中正站有必要在現有消防站址外,另覓一新站以增置消防能量:續建構決定單一設施區位之模糊多目標規劃模式,俾利新站址之擇取。分析後發現中正機場北方跑道西邊盡頭區域,可考慮為消防隊新站址。

A fuzzy multiobjective facility-location plan is expected to find possible optimal locations for a single facility by maximizing DM, s aspiration level with mutiple-conflicting objectives. The aviation business in Taiwan has been expanding rapidly in recent years. The crash of China Airlines in the Nagoya airport stimulated the Taiwan authority to examine equipment adequacy of the Taipei International Airport for fire protection and rescue to make it an Asia-Pacific aviation center. This study is to evaluate the the Taipei International Airport fire protection ability under 1995 ICAO aerodrome standards. Evaluation results show the Taipei International Airport still can't perform fire protection at level B. Thus, additional fire equipment should be purchased, and location of fire station is urgently needed. Fuzzy multiobjective facility-Iocation progamming is applied to search possible optimal new fire station locations in the Taipei International Airport, and the western end area of the northern runway in the Taipei International Airport is propsed as an optimal new fire station location area.A fuzzy multiobjective multi-facility location progamming is now developed, and the heuristic approach will be applied in solving such real-world large-scale facility-location problems in the near future.
