胡錦濤時期中共軍事外交研究

摘要

胡錦濤主政時期提出「和諧世界」的外交理念，強調「不結盟、不對抗、不針對第三方」主張，致力同各國加深互信、對話與合作，企圖為中共經濟發展營造一個安全、穩定的國際與周邊環境。
軍事外交作為中共總體外交一環，有著軍事與外交的特殊性質，中共在加強國防現代化建設的同時，也推動對外軍事交流的發展。胡錦濤掌權後，中共外交作為上已有越加重視軍事外交的趨勢。中共推動軍事外交主要是藉由軍事互訪與安全合作對話、聯合軍事演習與訓練、參與維和任務與援外活動、軍事科技與教育交流合作來達成其目的。
研究結果發現，中共經由軍事外交，企圖達成以下目的：1、營造有利中共和平發展之國際環境。2、樹立負責任大國形象。3、消除中國威脅論疑慮。4、促進中共軍事現代化。5、打壓台灣國際生存空間。然而，中共軍事外交也帶來一些負面效應，例如，藉聯合軍演積極擴軍，引起各國的疑慮，競相發展軍備。軍事透明度與軍事意圖不明，引發中國威脅論。提供武器給第三世界獨裁政權，引發地區戰亂等。
最後，中共發展軍事外交對我國的影響，計有：1、打壓我國國際生存空間。2、切斷我國對外軍售管道。3、造成兩岸軍力嚴重失衡。我國政府應積極提出相關措施以因應。

President Hu Jintao put forward the diplomatic concept of a harmonious world in his time in power, which stands for " non-aligned, non-confrontational and not directed against any third party " idea. China is committed to with other countries to deepen mutual trust, dialogue and cooperation. To serve China's economic development to create a secure and stable international environment.
Military diplomacy as a part of China's overall diplomacy, including the special nature of military and diplomatic . China to strengthen its national defense modernization, but also to promote military exchanges. President Hu Jintao took charge period, China began focusing more on military diplomacy. China's military diplomacy was mainly to promote the military exchanges and security cooperation through dialogue, joint military exercises and training, participation in peacekeeping missions and foreign aid activities, military science and technology and educational exchanges and cooperation to achieve its purpose.
The results found by the military diplomacy, China's attempt to achieve the following purposes: First, to create a favorable international environment for China's peaceful development. Second, to establish the image of a responsible big country. Third, to eliminate concerns about the China threat theory. Fourth,to promote China's military modernization. Five,to suppress Taiwan's international survival space. However, China's military diplomacy has also brought some negative effects. such as ,China's military expansion through joint military exercises , causing concerns about the countries competing to develop armaments. China's military transparency and military intentions of unknown cause China threat theory. China to provide weapons to Third World dictatorship, resulting in a regional war.
Finally, China's military diplomacy impact on Taiwan , namely: First, to suppress Taiwan's international survival space. Second, cutting off arms sales to Taiwan's external piping. Third , resulting in cross-strait military imbalance. Our government should actively put forward relevant measures to cope with it.
