台灣身為開發中的國家,技術發展取向引進先進國家的技術能力,也因台灣本身具深厚的勞動市場,台灣發展的產業多以代工產業居多,政府規劃的兩兆雙星產業,其發展至今的利基點盡是代工起家,2002年台灣LCD面板產業蓬勃發展,帶動上游關鍵零組件的發展跟進,而其中一關係零組件即是偏光板,此技術掌握在日本手中,因此政府扶持引進技術,以穩定台灣LCD光電產業上游材料的供貨穩定,佈局台灣產業的垂直整合,發展經濟規模。政府與民間企業的合作,促使台灣偏光板產業的發展,且相較面板產業技術至今尚掌握在日本手中,本研究個案成功將技術引進台灣,並將技術深耕台灣,發揚光大,成為世界第二的偏光板龍頭,其中成功的關鍵因素值得探討。本研究採用個案研究方法,經深入訪談技術移轉的團隊與相關文獻資料分析,發掘共同創業的理念與團隊的技術能力,促使技術移轉的合作中,理念與目標明確且一致,本研究個案在技術策略的應用,採用技術授權合約與策略聯盟的手段,達到信任關係的建立與確認技術完全移轉,而其研發能力的培養與提升,更促使本個案成功發展技術複製、模仿、創新能力,造就今日的成就。
As a developing country in the past 30 years, Taiwan acquires mostly the technology from developed countries like the US and Japan. Most industries in Taiwan are OEM industries. As we Know, Taiwan LCD panel industry grew vigorously in 2002; this drove the development of the key spare parts industry, and one key supplier is Polarizer. While the origin of this technology is in Japan, the government initiated the transfer of technology in order to facilitate the required material in Taiwan LCD industry. The benefit of economy scale is achieved through integrating Taiwanese LCD industry. Meanwhile, the cooperation between the government and enterprise played an important role. This research adopts case study method. Through critical group interviews and relevant documents analysis, we built a strong research framework for further research. Moreover, this thesis found that an adequate technology transfer strategy would build up trust relationship. This made the technology transfer much easier than others. Based on Structure-Conduct-Performance Industrial Organization Theory by J. S. Bain (1956) and the research on technology capability and adaptation of new technology by Lin (1992), this research found a successful cooperation pattern and key successful factors from this unitary case in Taiwan. In the first stage, the main focus is on the independent research developing ability and affluence management support, including production capacity and individual talents. In the second stage, a friendly cooperative relationship was developed, which proved beneficial to both parties. In the third stage, mature and solid relationship was established by signing formal and legal documents.
