以社區規劃師的角度探討台南縣社區規劃師制度執行之成效評估

民眾參與和社區營造是近十年來台灣城鄉地區興起的社區改造運動。這股風行的浪潮在中央政策的推動與地方政府的努力之下，成為民眾在社區自主參與、永續發展的重要精神表現。「社區規劃師」是一群具高度熱忱且走入社區的專業人員，它是一種「服務性、榮譽性」的角色。社區規劃師就如同地區環境的醫生，主要是藉「在地化」的社區規劃師，就近為社區環境進行診斷的工作，協同社區推動地區環境改造與發展策略，以提昇社區生活環境品質。本論文乃以社區規劃師的角度切入研究，藉由文獻回顧，探討社區營造議題相關背景，分析國外社區規劃師制度之發展重點及案例成果，國內其他縣市執行社區規劃師制度之現況，並針對台南縣213名社區規劃師進行問卷調查及深度訪談，探討台南縣社區規劃師執行社區輔導工作，從事社區營造過程中所遭遇之課題，並提出因應對策。本研究經由調查結果分析，發現社區規劃師在社區營造工作中應強調：在地化的深植，協助社區動員，瞭解社區居民的生活需要、地方政治生態，從實際操作過程中累積參與社區營造經驗，透過社區規劃師之間的分工合作和經驗交流，強化溝通協調能力，在社區和與政府間扮演中間者角色。另外公部門單位應清楚的定位社區規劃師的角色功能，以及明確地規範社區規劃師的責任，加強建置完善的教育訓練制度，輔導社區規劃師獲取專業識能與經驗，以強化推動社區規劃師制度運作功能，俾使制度更為完善。

Community participation and communication development have become a community renovation movement in Taiwan urban and rural for nearly a decade, which are the main performance of residents in voluntary community participation and sustainable development under the promotion of central government policy and under the effort of local government. Community Planners are the professionals highly devoted to the community, who play the part of Service and Gloriousness. Just as the doctor of local area, local community planners perform diagnoses for local community environment, working with the community to promote the strategy of local environment renovation and development thus to improve the environment quality of community life. Researching from the viewpoint of community planner, this report made a review of past texts to discuss the context of community development, analyze the development priorities and successful examples of community planner system home and abroad, and analyze how the community planner system is carried out in other counties and cities, and made intensive interview by questionnaire with 213 community planners in Tainan County to discuss the tutorial work in community by community planners in Tainan County, the problems they encountered in community development, and how to response to such problems. It is found from the research that community planners should stress the following in community development: localized involvement, help to mobilize the community, understanding the living necessities of community residents and local political way, accumulating the experience of community development in practices, intensifying the communication and coordination ability through cooperation and experience communication among the community planners, and acting as an intermediate between community and government. In addition, the authorities should define the function of community planner, specify their responsibilities explicitly, and formulate the full system of education and training to help the community planners to obtain the expertise and experiences, intensify the function of community planner system and make it more perfect.
