國軍災害應變決策支援系統之研究

台灣自1999年921地震後，突顯出災害防救工作之重要性，因應全球極端氣候挑戰及複合式災害發生，我國中央災害應變中心即著手整合各部會之即時監測資料、即時災情資訊及災害潛勢資料之分析圖資，積極推動災害防救科技研發與運用。然而依據「國軍協助災害防救辦法」，國軍針對救災責任分區易發生土石流及水災等天然災害地區，先期完成預置兵力、整備機具，依中央災害應變中心命令前推部署，惟救災部隊資訊不對稱(information asymmetry），欠缺災害防救管理資訊整合機制，易產生兵力、機具閒置與浪費社會成本之問題。本研究旨在探討國軍救災部隊如何應用國家災害防救科技中心(NCDR)「災害應變決策輔助系統」之數據結果，提供給國軍第一線救災指揮官，進行災區指揮兵力調度與決策依據，提升災害應變時決策者情資研判的能力，藉以協助提供兵力圖資資訊，於災害應變研判作業使用，以增進救災時效及效能，並分析其他部會災防應用系統整合之可行性，提供必要資訊給各救災部隊於災害應變中使用，進而縮短決策者所需情報、資訊獲得能力存在之資訊差距，達成災害防救「減災」之最終目的。關鍵字：複合式災害，中央災害應變中心，國軍協助災害防救辦法，國家災害防救科技中心(NCDR)，災害應變決策輔助系統
