第八屆世界運動會在高雄光彩落幕,2009年世界運動會在高雄舉辦,計有一○三國、五九八三人參與,為提供國外選手最好的服務,財團法人2009世界運動會組織委員會基金會(KOC)與社團法人台灣志願服務國際交流協會(IAVE Taiwan)合作,招募超過五千名的志工,組成專業、有紀律的志願服務團隊。2009世界運動會成功的光彩落幕後,提昇我國在國際能見度,2009高雄世界運動會,吸引大量的民眾投入志願服務的工作,志工不只來自於高雄縣市的民眾,也包含許多不計薪酬從臺灣各地聚集至高雄的民眾。這一股民眾參與的能量,也在世運之後持續發酵。最明顯的就是世運過後的八八水災,大量的志工投入,志工的出現和運用為政府及非營利組織帶來重要的人力資源。 本研究採用質性研究方法進行資料的蒐集與分析,本研究藉由策略性人力資源管理(Strategic Human Resource Management,簡稱SHRM)、志願服務理論等相關文獻的檢閱,探討2009世界運動會成功運用志工人力資源策略,提供未來政府組織在辦理大型活動時,有效招募、組織、訓練及運用志工人力管理的參考。
In 2009, the 8th World Game held in Kaohsiung; there are 5,983 people from 103 countries joined in the game. In order to provide the best service for the foreign players, Kaohsiung Organizing Committee (KOC) and the National Representative of the International Association for Volunteer Effort in Taiwan (IAVE Taiwan) cooperated with each other, recruiting more than 5,000 volunteers to form professional and disciplined voluntary service teams. After the World Game was successfully completed in 2009, the international visibility of Taiwan was improved. Many citizens came from not only Kaohsiung City and County, but also from everywhere in Taiwan, devoted themselves into voluntary service without payment. The power of the citizens keeps working after the World Game. The most obvious example was the human power devoted in the flood on 8th, August. Many volunteers appeared and devoted themselves to relieve the victims. The occurrence and the utility of volunteers make up the important human resource both for government and the non-profit organization. This is a quality study, through the literature analysis of strategic human resource management (SHRM) and voluntary service theories to probe the successful management strategy of human resource in 2009 World Game for the reference of efficiently recruiting, organizing, training, and applying voluntary human power management in the future government organizations.
