本研究目的在於根據台電及所轄承攬商之職災事故統計資料,逐一剖析歸納並比較,瞭解該企業潛藏於各單位所發生之員工傷害事故,找出事故發生的主要肇因。本研究根據台電公司各單位以及所轄承攬商自1997年至2006年間(十年)所發生員工工作傷害個案(包括死亡及失能傷害),歸類成下列六大項並依據發生災害之(1)性別(2)發生傷害時之年齡別(3)工作經驗別「工作年資」(4)工作部門別(5)發生傷害之媒介物(6)災害類型等進行統計予以分析,試圖由統計分析資料中,找出台電員工及承攬商員工工作災害事故的主要肇因及其潛在的危害因子,以瞭解發生災害之特性與影響降災之障礙。本研究之統計顯示,台電公司承攬商勞工十年間職災的案例共331件,其中死亡人數高達158人,職災比例遠高於台電員工,由此可得知台電已將部分高危險的工程外包給所轄承攬商。故本研究建議除員工必須確實做好個人防護並遵照安全作業標準,企業也應加強員工安全訓練,雙管齊下必能有效降低職災發生。
The purpose of the study is to analyze the reasons for occupational accident from Taiwan Power Company and contractors employees’ safety accidents case. The study are according to Taiwan power company each department that include 6 categories safety accidents case (include death and Injury-disabling Injury) from 1997 to 2006, the analysis categories are as follows: (1)Sex (2)The age occur the harm (3)Working department (4)Working experiences (5)Education degree (6)Accident type. The study proceeds the statistics and analysis on them. The study try to find out TPC's employee their working disaster’s major cause and potential hazard factor of harmful working accident from the statistics and analysis information to understand the characteristics and influence of disaster obstacle. The study also collected reference documents to bring up strategies and suggestion that will be well prepared and presented to prevent safety disaster happened. The results of the study showed that employee's accident type are related with high and low temperature and touch the hazardous substances was the highest, it slender higher than falling. The Injury reason include unsafe acts and unsafe conditions, they can use these protection measures to reduce the disaster rate. Contractors employees’ occurred 331 safety accidents case, the number of death will be 158. Contractors employees' disaster proportion is higher than Taiwan Power Company employees'. The results showed that Taiwan Power Company contract great danger project to contracts business. The study suggested every employees should execute the regulation of personal protection while working and follow up the standard operating procedure to avoid of accidents. The business should give the employees training education of safety and health. Both of counter-measures mentioned above can reduce the risk of injuries.
