政策網絡長久以來被使用於描述多元利害關係人間的互動如何影響政策結果的喻象,Laumann與Knoke (1987)使用的行動體系分析,更著眼於行動者透過政策事件參與,表達政策立場、應用策略與影響力結構的分析架構。本文以臺中工業區聯外道路案爲關鍵個案,主要回答的問題是該案爲何歷經二十餘年的發展仍懸而未決,該案的政策網絡究竟形成何種影響力結構。在資料蒐集與分析上,作者從文獻中找出該案發展的三個重要事件進行分析,三個事件中集體行動體反映出贊成與反對雙方對立網絡,衝突的意識也明顯反映出教育文化與經濟發展的對抗。本文透過對24個利害關係人的訪問,並以UCINET過錄三個事件行動者溝通網絡的關係資料,發現政策影響力是體現在關係網絡是否能有效連結溝通的管道,贊成與反對雙方均沒有溝通對話的管道。因此,若要避免陷入無限的利益衝突迴圈,仍舊應該嘗試搭建理性溝通的橋樑。
The concept of Policy Network is used to describe the way in which the interactive relationships of policy stakeholders influence policy outcome, in the West. Applying the action system perspective when analyzing data on actor participation, we find that policy interests and influential structures in policy networks is helpful in exploring the policy network structure. The Taichung Industrial Park Road Extension Controversy in this study, and many of the policy stakeholders have been involved in complex policy interests for a long while. Literature collections and in-depth interviews are utilized in this research for determining three critical events and their relevant participants. The collective action systems of the three events are divided into two opposing groups, each with conflicting interests in terms of either agreeing or disagreeing with the Road Extention. Transcripts from 24 interviews show that the participants' policy influence in these three events depends on the communicative relationships embedded in the stable social network. On the basis of the above analysis, it is concluded that there is no negotiating channel for the two opposing groups in these three events. Furthermore, it is recommended that a rational bridge for discussion be built in order to avoid conflict of interests.
