「博物館」,作為一個與文化治理緊密相關的公共機構,有關其展示、典藏、教育、推廣、研究,各項功能皆有為數不少之論述呈現,然而,針對如何形塑台灣博物館現今面貌的文化治理脈絡,卻少有深入探討。吾人省思:台灣是否有博物館之文化政策?我們的博物館為何是今日的樣貌?本文聚焦於梳理與形塑台灣博物館有關的文化政策,試圖將百年來的台灣博物館生態進行歷史分期,以「殖民主義」(1908~1945)、「國族主義」(1950s~1960s)、「現代主義」(1970s~1980s)、「社群主義」(1990s~)作為脈絡區分,並分析當下影響台灣博物館生態甚深的政策計畫「地方文化館計畫」與「文化創意產業計畫」。梳理百年台灣博物館文化治理,我們從哪裡來?我們是誰?我們想到哪裡去?台灣博物館的未來是什麼?我們的博物館文化政策如何研擬?如何因應?為本文首要關注。
”Museum” is a cultural entity closely related to the public sector. There have been numerous researches on display, collection, education, and promotion in museums. All of these museum functions engender diverse opinions and discussion. This paper examines cultural policies of museums in Taiwan. It presents an opportunity for an in-depth exploration in the context of government policy. Does Taiwan truly have a cultural policy for its museums? The focus and intent of this article are to present a streamlined vision of the history of cultural policy for museums in Taiwan. This article covers four major periods: Colonialism 1908~1945, Nationalism 1950s~1960s, Modernism 1970s~1980s, and the Community 1990s~. It addresses these cultural policy questions. Where are we from? Who are we? What do we think is the future of Taiwan's museums? How is our museum cultural policy going to be made?
