Abstract
The international environmental protection consciousness gradually raises head, “Waste Electrical and Electronic Equipment "(WEEE) and “The Restriction of the use of certain Hazardous Substances in Electrical and Electronic Equipment "(RoHS) of the EU has already become the focus of the enterprise value. And greening consumption is more seen as is reach the key job of the global lasting development target, establish green purchase alliance's expanding the green product is already an international current, emphasizing with the merchandise of consuming” low pollution, recovery, province resource", to lowing the impact to environment. Generally speaking, to buy with green or the green consumes, supplier is in the whole supply chain start of position, and have the very great influence to the green supply chain. According to America, Japan, Europe etc. the experience of the country, do the best green supply chain management, the core key is through the greening purchasing and request with environmental protection to control the environment information of the supplier and its product. How therefore carry on the valuation of the green supplier particularly is the results of the environment and the management of the green supplier really important.

This research is from three phases that face to inquire into the green supplier in the environment of design, manufacture, and management. Makes use of expert's questionnaire to draft the green supplier environment performance evaluation item by The Delphi Method, then further with The Analytic Hierarchy Process(AHP) to establish the opposite weighting of each valuation item. Among the three phases, the design phase to the most important, management phase secondly, Finally, launch The Quality Function Deployment(QFD) to convert the supplier management to manage the point that the strategy should enhance in the environment. This studies to analyze through substantial evidence, acquire in the management method of environmental protection to should enhance in response to the performance evaluation of the supplier environment of point are: Build up a green partner with” the identification process of the management system of the green supplier " to relate to by” green material identification process", and is used as the bridge that the green partner communicates by” green information platform". Promote the environment performance of supplier, and give quantity to turn by environment performance evaluation of the green supplier through these operations of method of the supplier management, is used as the basis that the green supplier chooses. This research provides as a result to the enterprise field, is an important reference to manage the green supplier.
