九二一震災的救災組織動員與資源連結

摘要

從中央到地方的政府相關單位長久以來在重大災難發生時，往往扮演指揮協調的主導角色，而民間組織則是第一線的即時救援團隊，並成為政府在重建工作上的執行與推動夥伴。然而，此次九二一地震浩劫，政府面對源源不絕的救援組織與相關資源，卻無法有效掌握，導致資源的重疊或斷層，減弱了救災功能的有效發揮。因此，本研究乃針對九二一震災發生至該年底，投入賑災的各類組織資源之動員狀況與相關服務資源的連結模式，進行調查解析。希望提供政府以及有心投入賑災協助的各組織團體，未來在救災以及防災政策上，做為資源的恰當配置與規劃運用，以及發展與建立賑災服務資源網絡的參考。

Although it is important that the government takes a leading role for disaster relief, emergency response also requires the involvement of many of non-governmental organizations. One way to effectively respond to disasters is that organizations work together to form a coordinated service system. Using survey methods, this paper describes the results of a pilot study, which focuses on organizations' experiences with the development of resources for disaster relief in the 9-21 Earthquake of Taiwan. Findings from this study demonstrated that nonprofit organizations could play an important role in establishing effective services for disaster relief and in helping the recovery of communities after the disaster struck.
