南投縣國民中小學教師對國教輔導團提供服務需求與滿意度之研究

A Study on the Degree of Requirements and Satisfaction about the Advisory Group’s Services for the Primary and Secondary School Teachers in Nantou.

摘要


本研究以南投縣國民中小學教師為研究對象,探討國民中小學教師對國教輔導團提供服務需求與滿意度之關係研究,並進行結論歸納和提出建議,研究以自編問卷進行問卷調查,發出正式問卷900份,剔除資料填答不全或填答內容不實之無效問卷,有效問卷為721份,有效回收率達80.1%,以描述性統計分析、獨立樣本t考驗、單因子變異數分析、Pearson積差相關、多元迴歸分析等計量分析方法,進行資料分析處理。此外,本研究在文獻探討後,輔以訪談法,使問卷更臻完善。 歸納研究結果:一、南投縣國民教育輔導團之工作項目符合教師需求以到校服務和教學演示為主,其內涵主要為提升國民教育品質及促進教師專業成長;二、南投縣教師對國教輔導團服務有較高的需求,其中以教學觀摩之需求最高;三、南投縣教師對國教輔導團整體滿意度持正向肯定,其中以服務態度的滿意度最高;四、部份不同背景變項和環境變項之教師對國教輔導團的服務需求有顯著差異,兼任主任、國小、規模較小和原住民地區之教師有較高需求;五、部份不同背景變項和環境變項之教師對國教輔導團的滿意度有顯著差異,兼任主任、國小、規模較小和原住民地區之教師有較高滿意度;六、南投縣教師對國教輔導團服務需求與滿意度之間呈高度正相關;七、南投縣教師對國教輔導團之服務需求可正向預測滿意度,到校服務與專業諮詢對話是重要因素。 依結論,對行政單位提出以下建議:一、健全輔導團服務功能,並加強服務小型學校及原住民地區教師需求;二、增加輔導團的人力與經費,並提升輔導員之增能學習,以提供更多元服務;三、應更重視輔導團存在的意義和價值。對國教輔導團提出以下建議:一、輔導團要先了解教師服務需求,提供滿意的服務才能達真正的效果;二、加強輔導員專業能力訓練,並提供全方位高品質服務;三、國教輔導團服務時間的規畫,應更滿足教師需求。對未來研究者提出以下建議:一、建構國教輔導團的服務成效評鑑指標並進行內外部評鑑;二、針對國教輔導團法制化的可能性進行研究;三、針對教師對國教輔導團服務需求和滿意度進行更大範圍和全面性的研究比較。

This correlation research explored the junior high school and elementary school teachers’degree of satisfaction towards Compulsory Education Advisory Group specifically in the services provided. The subjects were teachers of junior high and elementary schools in Nantou County. The research data were analyzed and conclusions and suggestions were made after the analysis. This research was undergone through self-made questionnaires. There were 900 questionnaires handed out. After deduction of incomplete questionnaires, there were 721 valid questionnaires. Valid return rate was 80.1%. Data were analyzed by descriptive statistical analysis, independent samples t-test, one way ANOVA, Pearson product-moment correlation coefficient, and multi-factor regression analysis. Furthermore, after research reviewed, the researcher conducted interviews in order to perfect the content of this research. According to the research, the conclusion were generalized and stated as follows; 1.The work content provided by Compulsory Education Advisory Group of Nantou County that meet the needs of teachers are school visits and the advancing of teachers’ professional improvement. 2. There was higher demand of Compulsory Education Advisory Group of Nantou County, especially in teaching demonstration held by the advisors. 3. Teachers of Nantou presented positive attitude towards services provided by the Compulsory Education Advisory Group, among which the serving attitude had the highest degree of satisfaction. 4. There were significant differences among various background and environmental variables related to the service needs for Compulsory Education Advisory Group, among which the program directors, elementary school teachers, small-sized schools and aboriginal regions presented higher needs than those of others. 5. There was significant difference among various background variable and environmental variables in the teachers’degree of satisfaction of Compulsory Education Advisory Group, among which the program directors, elementary school teachers, small-sized and aboriginal regions presented higher degree of satisfaction than those of others. 6. There was high positive correlation in teachers’ service needs and degree of satisfaction. 7. Teachers’service needs towards Compulsory Education Advisory Group can positively predict the degree of satisfaction. The key factors of this phenomenon are school visits and professional consultations. According to the conclusion, the suggestions for the administration authority are made and stated as follows; 1.In order to perfect the service functions, the teachers’ needs of small-sized school and teachers of aboriginal regions should be focused on. 2. The budget and human-power should be increased. In order to provide diverse services, advisors’ professional improvement can be enhanced. 3. The meaning and the value of the existence of Advisory Education Group should be highlighted. Also, the suggestions for the Advisory group are made and stated as follows; 1.Advisors should understand the needs of teachers. The services can be provided accordingly. 2. The training of professional improvement of advisors should be highlighted. Therefore, the advisors can provide all-aspect and high quality services. 3. In planning the service time of Compulsory Education Advisory Group, it should be made according to the needs of teachers. Suggestions for the future researchers are also drawn and stated as follows; 1.The service performance evaluation indicators should be constructed and the mechanism of internal evaluation and external evaluation should be established. 2. Further research on the feasibility of legalization of Compulsory Education Advisory Groups. 3. Wilder range and all-aspect of research on the service needs and degree of satisfaction for Compulsory Education Advisory Group should be conducted.
