摘要

有關國家能力的分析方式，大體上可以分為兩種類別：一是持模型分析觀點的學者，其強調以理論建構的目標來研究國家能力；二是持動態分析觀點的學者，其主張從個案研究的動態中了解國家能力。
本文主旨，在探討有關國家能力的研究上，主要係以國家中心理論之途徑進行，著重於：國家在權威集中化、武力和強制性、滲透和鎮壓、政權正當化、汲取資源、運用資源等諸面向的能力；以及動態的國家自主性、國等結構、國家權力結構與國家能力的關係，並重視國家能力的動態性質中有關其不平均性、矛盾性和相關性；也特別及於觀察國家能力的成長與消退，以及有關國家能力的衡量方法。

There are two different approaches to analyze the state capacities from the perspectives of the state-centered theory. The first one is so-called the modeling analytical approach, which major purpose is to build the state theory-by-theory construction. The second one is so-called the dynamic analytical approach, which major purpose is to build the state by case study.
The major purpose of this paper is to analyze state capacities from the two different perspectives of state-centered theory With this purpose, the author first review the research contents according to the concentration of authorities, the force and coercion, the penetration and suppress, the legitimating of regime, and the extraction of resources. In addition, the author pays attention to discuss the dynamic characteristics of the state capacities about the unevenness, the contradictions, and the relatedness. In addition, the author discusses the modeling analytic characteristics are about the state autonomy, the state structure, and the state power structure. Finally, the author discusses the empirics of the growth and decay and the measuring method of the state capacities, and then presents his research findings.
