政府組織改造回顧與展望

Retrospection and Visions for Organizational Reform of the ROC Government

摘要


行政院組織改造五大基礎法案,在各界積極凝聚最大共識下,陸續於民國99年1月及100年4月間完成立法,並已自101年1月1日起開始施行。為因應全球化、永續發展趨勢,以及國內對於提升國家競爭力之期盼,行政院組織改造除需精確掌握未來國際發展趨勢,更應重視公、私部門間、政府與公民社會間之互動機制。組織改造絕對不只是機關數量的調整,更應呈現出職能調整與效能提升,本文期從組織改造推動軌跡,探討其發展脈絡及關鍵因素,並對後續推動方向提出建議。

The five basic laws for the organizational reform of the Executive Yuan, in turn, completed their respective legislative processes between January 2010 and April 2011 under consensus among all sectors and came into effect on January 1st, 2012. In response to the trends of globalization and sustainable development, as well as domestic expectations to raise our nation's competitive strengths, the organizational reforms of the Executive Yuan has to not only capture the precise trends of future international development, but also pay special attention to the interactive mechanisms between the public and private sectors, and between the government and its people. Organizational reform is surely not just an adjustment to the number of government institutions, but should effectively present the improved efficiency in function adjustment. Through the history of the launching of the organizational reform, we expect to examine the details of the reform development and its key elements in order to make proposals regarding future advancements.
