本研究為利用一個實際運作之節能績效保證合約作為案例,經由其評估至驗證之過程,研究各階段之思考邏輯、運作流程、使用之工具及運轉成果,可供有意進行汰舊換新工程之單位及能源服務公司於實行ESPC時之參考。 本研究主要分為評估及驗證兩大部份,主機之驗證採用美國能源部所使用之 Standard Measurement & Verification Plan for Chiller Replacement Projects, FEMP DOE, 2008 [15]。 本研究所選之案例,可得出以下之成果以供參考:1、變頻式冰水主機於實際運轉下,其耗功平均可減少52 %,而實際驗證省電效益可達33 %。2、空調之P-S冰水系統變更為一次變流量冰水系統,其平均耗功運轉一台主機時可減少61.5 %,運轉二台主機時可減少54 %,而實際驗證省電效益可達48 %。3、電腦模擬預估之整體省能效益為38 %,改善後驗證之整體省能效益為28 %,兩者之誤差約10 %;原因為運轉時間不同所致,故節能績效之確認,應以設備耗功減少之百分比為依據較為客觀。4、空調機房之改善,實務上可達到28 %以上之效益,且主機更新所節省之用電度數相當可觀,故於空調節能改善中,應為首要研擬之項目。
This is a study based on a real case of Energy Saving Performance Contract (ESPC). It is conducted by integrating processes from evaluation to verification; analysis on its method and logic, procedures of operation, instruments and software used and its results. The purpose of this paper is to propound a possible solution on retrofit projects; information and method used in this study may provide as reference for Energy Service Company (ESCO) and owner in ESPC. This study is mainly divided into two parts: evaluation and verification. In this study, Standard Measurement & Verification Plan for Chiller Replacement Projects, FEMP DOE, 2008 [15] is used for chiller verification. On these grounds I have come to the conclusion as following: 1.With VFD centrifugal chiller, the average power consumption reduction can reach 52%, and kWh of electrical energy saved can be optimized to 33% which is verified. 2.After the replacement of the P-S system by the primary variable chilled water system, the average power consumption (kW) reduction with one chiller operation can reach 61.5%. And it is 54% when two chillers are operated. Furthermore, the actual verified kWh of electrical energy saved can reach 48%. 3.The predicted kWh of electrical energy saved is 38%, and the actual kWh of electrical energy saved post retrofit is 28%; it makes a 10% difference; it is caused by the different time and duration of operation. Objectively, the confirmation of kWh of electrical energy saved should base on the power consumption reduction made. 4.Post the improvement made of Air Conditioning Mechanical Room; kWh of electrical energy saved can reach 28%. Especially, the kWh of electrical energy saved from retrofitted chiller is exceptional, therefore, it should be considered as the first priority in energy saving from Air Conditioning system retrofit.
