第四方物流運籌服務運作模式探討

摘要

第四方物流(4PL)之發展，已成為全球經濟發展與企業經營的一個主流。全球運籌模式的建立，目前已是企業在面臨來自全球競爭威脅時的競爭利器，更是企業全球運籌模式之構成要素之一。
在全球運籌服務大廠（例如UPS Logistic , APL Logistic等）相繼跨進4PL的全面物流整合營運的國際情勢下，臺灣已面臨強大的生存挑戰，為謀求國際競爭力的提升與企業永續經營的成長，物流服務提供者開始進行服務轉型，從單純的僅提供貨物運輸服務，進一步成為可提供貨物狀態（Track & Trace）與庫存狀況的第三方物流服務提供者（Third-Party Logistic , 3PL），進而跨足4PL的全面物流整合服務，能與國際大型專業物流公司競爭。
基於此背景與動機，本研究欲探討建構台灣的4PL物流產業運作之參考模式，文中首先針對第三方及第四方物流定義與內容的相關文獻作有系統的整理，了解企業全球佈局的過程中物流委外於第四方物流運籌服務時之基本作業內容，並針對第四方物流運籌服務與流程作探討。本研究以IDEF0 作為流程分析及建模工具。在建構流程中，有關4PL物流產業運作之流程部分，係經由文獻探討及實務專家訪談及參加相關研討會所建立。流程活動之ICOM (Input,Control,Output,Mechanism) 則先經由文獻及專家深入訪談決定之後，其訪談對象為物流產業鏈的相關廠商中的作業人員之後，整理萃取出研發流程各活動的ICOM 關鍵項目。
本研究成果，將描繪台灣的4PL物流產業運作的整體輪廓，並針對臺灣地區之第四方專業物流未來之發展與機會，作分析與建議，希望提供國內3PL物流產業在企業發展提供第四物流服務時的參考依據。

The evolution of Fourth Party Logistics gradually have became a mainstream upspring of economics and administration of business. Now, developing of model in Global Logistics, it becomes a competitive tool when the business faces much intimidation from global rival, even as a key factor of global logistics in business.
Because the towering business of global logistics, such as UPS Logistic group or APL logistic etc, successively break through overall global logistics for national situation, Taiwan already is faced with a big challenge of subsistence. In order to promotion national competition and up growth of continually moving business operation, the providers of logistic services starts to change the style for serving, transformed unaffectedly forwarding services of merchandises into show up situation of carrying and stock, called Third-Party Logistic. Farther stretched over overall global logistics, Four-Party Logistic, the business could emulate with international companies of professed logistics.
Based on backdrop and motivation, my study would want to discuss the referential model of operating for logistic industry in Taiwan’s 4PL. First, much of information, which is definition of logistics for 3PL and 4PL and content of interrelated literatures, would systematically be generalized and understand basically operating process of logistics outsourcing for logistic services in 4PL, additionally discussed service and process of global logistics, 4PL. My study used of IDEF0 will be to analysis the process and tools of framework. Above construction of process, which is related with operating activities of logistic industry, it was built by discuss research, interview for professional specialist, and correlative forum. In ICOM (Input / Control / Output / Mechanism) of activity of process, through initiatory interview of experts and research fore, using questionnaire what the objects is workpeople of related suppliers within logistics chain, then, extracted ICOM key items of investigable process for all activities.
In my study of outcome, besides described overall figure of operating in logistics industry, 4PL, Taiwan, I would provide some analysis and proposition, for development and opportunity of 4PL Taiwan in the future. In other hand, I hope that this paper would provide a referential basis of business progress of 3PL to upgrade their services into 4PL.
