組織變革研究-以行政院海岸巡防署為例

A STUDY OF ORGANIZATIONAL CHANGE --THE CASE OF COAST GUARD ADMINISTRATION,EXECUTIVE YUAN

摘要

行政院海岸巡防署於民國89年2月1日成立，當時納編內政部警政署水上警察局、財政部關稅總局緝私艦艇、國防部海岸巡防司令部以及部分文職人員等所組成。由於當時倉促成軍，成員組合差異性大，服務管轄範圍廣，有關法定職掌的工作如：海巡政策、法令、規章的擬定；內部組織運作、外部工作協調的規範；人員、專長的訓練與取得；海防巡護與海域執法等事務推動，可用「千頭萬緒」來形容。為了能符合立法院的決議：三年內對組織重新檢討調整的要求；以及本身推展海巡任務的需要，並配合行政院「政府組織改造」工程的推動，規劃一個理想、可行的組織架構，成為海巡署當前的重要任務。
本研究係參考相關文獻及現服務於海巡署的經驗，對我政府自民國38年播遷來台到海岸巡防法公布實施期間，有關海防安全機制的歷史演進，作為研究的途徑，運用SWOT分析法，探討各時期不同的海防作為，並將親自觀察、訪談以及對「漁民服務」、「軍職人員對海巡署組織變革意見」問卷調查的結果，參考世界其他國家的海防做法，就海巡署目前所遭遇到的組織問題，提出相關的解決方案，供有關單位參考。
本研究發現：
一、海巡署的組織定位、定性不明確。
二、海巡署組織變革成功與否，軍職人員的轉型是關鍵因素。
三、因應「海洋國家」的來臨，必須建立新的海巡機關模式，才能突破海
巡署目前所面臨的瓶頸。
四、海巡署執法的對象即漁民，對海巡人員在所有的調查問項，係持正面
的態度。

The Coast Guard Administration (CGA), Executive Yuan was established on February 1, 1990. It assimilated personnel from the then Marine Police Bureau, Police Administration, Ministry of Interior; Customs Preventive Ships, General Customs Bureau, Ministry of Finance; and Coast Guard Command, Ministry of National Defense, together with civil servants of other agencies. Because it was set up in a short period of time, there were vast differences in terms of personnel components and a large variety of administrative missions. The legally described jobs such as the formulation of coast guard policies, laws, and regulations; internal organization performance and external coordination; acquisition, training and occupational specialties for personnel; implementation of coast security and enforcement of maritime laws, all of this integration is very complex.
To meet the requirements of “restructuring CGA organization within three year period” as stipulated by a Legislative Yuan resolution; to fit the needs of CGA mission, and to re-orientate to the “reengineering of governmental organizations” promulgated by the Executive Yuan, tailoring an ideal and feasible organization structure has become an important mission of the CGA at the present time.
This study utilizes and incorporates relevant literature and is based on my personal working experiences at the CGA. It reviews the evolution of Coast Guard security mechanisms in Taiwan since1949 till the Law of Coast Guard was promulgated in January 1990. I investigated different coast defense measures for various periods of time by applying the SWOT analysis method. In addition, I made personal observations and conducted interviews, used questionnaires which were completed by fishermen and military personnel serving in the CGA. Coast Guard defense measures implemented by other countries were also compared. All of the above initiatives were designed to review organizational problems and challenges facing the CGA. Possible solutions were also recommended.
Findings of the study:
1.There is some confusion and ambiguity in the nature and
status of the CGA.
2.The transformation of military personnel from military to the
civilian sector is key to the success or failure of CGA’s
organizational redefinition and change.
3.Since Taiwan is becoming a “maritime country” thereby an
appropriate protective and security oriented system needs to
be developed. We must build a new and reformulated effective
Coast Guard institution to successfully surmount the
challenges facing the CGA.
4.As reflected in the data gathered via interviews and
questionnaires , fishermen─CGA’s main target, tend to have
a positive attitude toward CGA.
