本研究以參與政府推動「產業運籌電子化擴散計畫」之個案公司為例;研究中除了完整呈現個案公司透過營運總部電子化專案,如何做到整合各地子公司的資源來做最佳化配置之外,更針對其運作在採購流程上的差異與影響作分析,提供企業未來在成立營運總部時,對其資訊系統需求乃至於營運總部採購運籌管理上之參考與建議。 研究中針對營運總部電子化提出三個發現;採購運籌管理上亦提出六個發現,針對九個論述整理如下: 營運總部統一管理跨國企業時,需提高各地子公司的資訊透通即時性、資訊整合度;運用整合的資訊將有效輔助管理者下正確的決策。此外管理跨國企業時,除了考量集團整體的利益外,對各地區的產業特性也應納入考量、因地制宜。 在全球化的趨勢下,企業與供應鏈上的合作夥伴關係也必須更加緊密地配合(供應商提供具彈性的供貨方式),並透過資訊分享來提升整體供應鏈的利益。而資訊技術是達到以上論述中不可或缺的元素;資訊系統的導入將依照企業營運模式的改變而對系統有不同的需求。
The transnational companies’ headquarters need to response and handle different conditions from different area. Therefore, modern industries will use the IT for integrating resources of different area of subsidiary companies and providing the information with management needs. With analyzing the data from case study, we can find the influence of implementing IT on purchasing process of headquarters, I conclude as following. From the view of management, headquarters of transnational companies meet the difficulties with consolidating the worldwide information and information exchange. The implementation of IT can solve this and provide the standard platform that can access and integrate the all the information from subsidiary companies. The business strategies of enterprises not only need to consider the benefit of whole group but also various local conditions. With the assists of IT, the management team can have the enough information and base on that to plan business strategies. Under the impact of globalization trend, enterprises and their own supplier need to co-work more tightly. The suppliers provide the flexibility of logistics service to the enterprises. With information sharing, each member of supply chain can increase whole profits. The technology of IT plays an important role to achieve that. To accommodate with different business modal, IT system of enterprise can be introduce in various way as needs.
