Today’s global economy, now in the hands of world governments, has become stagnant. Foreign Direct Investment (FDI) is a solution and feasible way to enter foreign markets. On the one hand, developing and emerging countries would require funds and investments for their growth. On the other hand, developed countries should increase spending to stimulate trade growth in commercial and industrial sectors. Vietnam is one of the top prospective host economies for FDI in the world. Therefore, studies on FDI in Vietnam are very important; however, most of the previous studies about FDI in Vietnam only focused on economic impacts of FDI, such as spillovers, exports, imports, and little attention has been paid to local factors. Thus, unlike most existing studies, by collecting dataset of all numbers on provinces and cities during 2006-2011, this study investigates what factors affect the investment of FDI enterprises in Focal Economic Zone (FEZ) and Non-FEZ in Vietnam. Through fixed-effect and random-effects models, results showed that the relationship between the number of university students and the number of FDI gain enterprises is an important factor attracting FDI inflows in FEZ in Vietnam. On the other hand, female employees would be a good opportunity for FDI enterprises investment in Non-FEZ. For future studies, one can focus on other economic areas such as industrial parks, export processing zones, high-tech zone.
