摘要 本研究旨在建構學習型城市指標,為達研究目的,首先依據文獻探討學習型城市的意涵與特徵,終身學習、學習型組織、學習社會等學習型城市之理論基礎,學習型城市之興起背景與實例及指標建構相關研究,分析綜合歸納研擬出學習型城市指標架構雛型與指標項目。 在研究方法上,採用德懷術法、階層程序分析法,經徵詢十八位德懷術專家,包含終身學習、公共行政、城市發展、教育政策及政府主管終身學習機構等專家學者,先以專家審查問卷調查結果為依據,編製「學習型城市指標德懷術專家問卷」為研究工具,經由三回合專家問卷施測修訂各項指標內涵,並以層級程序分析法瞭解指標構面權重,最後建構出學習型城市指標共計7大構面及56項指標,根據研究結果歸納本研究結論如下: 一、學習型城市主要指標構面,含蓋終身學習政策、終身習習資源、學習領導、學習科技、市民參與、學習資訊及學習環境等7項。 二、以德懷術問卷調查建構學習型城市指標內涵計有56項。 三、學習型城市指標構面之相對權重,重要性排序以「市民參與」最為重要、「終身學習政策」為次要、「終身學習資源」則為第三,第四至第七依序為「學習環境」、「學習資訊」、「學習領導」與「學習科技」。 四、學習型城市指標內涵之重要性程度,分為非常重要指標(19項)、重要指標(24項)及參考指標(13項),並以指標重要性程度建立優先適用順序。 (一)學習型城市「非常重要」指標計有19項。 (二)學習型城市「重要」指標計有24項。 (三)學習型城市「參考」指標內涵有13項。 五、建構學習型城市指標體系,以提供我國發展學習型城市評估參考。 根據研究目的與結論,本研究提出對於城市內推動終身學習之教育主管單位、城市內各終身學習機構、一般市民與後續研究者進行此領域的研究時,值得注意之相關建議。
Abstract This study is aimed at building indicators of learning city. For reaching the research purpose, according to the literature review of learning cities to discuss the meaning and characteristics, lifelong learning, learning organization, learning society and the basic theoretical of learning city. Learning city developing background characteristic and examples and construction of indicators related research, analysis and comprehensive induction developed a prototype of a learning city indicators framework and learning city indicators projects. The research methods, make use of Delphi Technique and Analytic Hierarchy process(AHP) , in consultation with Delphi eighteen experts, including lifelong learning, public administration ,city development, education policies and lifelong learning institutions, the competent experts, the first to expert review of survey results, based on the preparation of "learning Delphi expert survey of learning cities indicators” as a research tool, through three-rounds of questionnaire survey of experts revised content of the indicators, and indicators of AHP dimensions to understand the weight of the final learning city index constructed a total of 7 major dimensions and 56 indicators, according to the results summarized conclusions of this study are as follows: 1.The dimension of the learning city's main indicators, including lifelong learning policy, lifelong learning resource, learning leadership, learning technology, public participation, learning information and learning environment. 2.Use the Delphi method to investigate questionnaire. There were 56 indicators of building learning city. 3.The dimensions of learning city indicators relative weights, in order of importance to "public participation" is the most important, "lifelong learning policy " as the secondary, "lifelong learning resource " is the third, fourth to the seventh were "learning environment ", "learning information ", "learning leadership "and "learning technology ". 4.The learning city indicators importance of content of the degree of, divided into "very important ", "important" and "reference" for the order of three priority targets. (1)the learning city "very important" indicators include 19 items. (2)the learning city "important" indicators include 24 items. (3)the learning city "reference" indicators include 13 items. 5.A construction of the learning city indicators system, to provide assessment of reference for the development of learning city. Based on the purpose and conclusions of this research for the city to promote lifelong learning, education authorities, the city of lifelong learning within the organization, follow-up to the general public and researchers in this field of study, is worth noting that the relevant recommendations.
