就業安全機制的建構與實施不但影響了勞動力發展之生態,亦間接影響整體國家的經濟發展。如何提供一全民參與職業訓練資訊管理系統,以及如何運用最新的資訊科技徹底地更新與整合關鍵性流程,已成為公共職訓機構開創新契機的重要關鍵之一,而政府在花費龐大資源建置職業訓練資訊管理系統之餘,更需要一套能評估其績效的評估模式。 本研究除了以DeLone & McLean(2003)修正後的系統成功模式為主要研究架構外,亦加入「高階主管支持度」的構面,建構出一套適用於職業訓練資訊管理系統的評估模式。為以使用者的觀點驗證所提出的評估模式,針對國內公共職訓機構進行分層隨機抽樣調查,有效問卷回收率為75.6%,在資料分析方面,除了基本統計描述外,亦採用結構方程模式驗證研究架構的因果關係。研究結果發現:整體模式除了「服務品質」對「系統使用」的影響並不顯著外,其餘「系統品質」、「服務品質」對「使用者滿意度」,「資訊品質」對「系統使用」均存在顯著的正向影響,惟「使用者滿意度」與「高階主管支持度」對「淨效益」的影響並不顯著,而「系統使用」對「淨效益」則有顯著的正向影響。期待本模式能作為職訓局未來開發或改善現行資訊系統之參考依據。
The construction and implementation of employment security mechanism can influence directly not only the ecology of labor force, but also indirectly the overall national economic development. To provide a vocational training information management system for public, and to apply the latest information technology to thoroughly renew and to integrate key processes, have become the important considerations for public training organizations to create new opportunities. Furthermore, while government spends enormous ressource to establish vocational training information management systems, it is also indispensable to have an effective assessment model for evaluating system performance. Based upon the modified DeLone & McLean model of information system success (2003) , while including “top management support” to its extension, this study establish an assessment model applicable for vocational training information management system. To verify the proposed assessment model from users’ point of view, a stratified random sampling survey on domestic public vocational training organizations was conducted, with the effective response rate of 75.6%. In addition to descriptive statistical analysis, structural equation modeling is also applied to verify the validity of the proposed model and the causality among latent variables. It was found that while “service quality” doesn’t influence significantly “ system usage”, “system quality” and “service quality” do have significant positive influence on “user satisfaction”, and so is “information quality” on “system usage”.. While “user satisfaction” and “top management support” don’t influence significantly “net benefit”, “system usage” demonstrates a significant positive influence on “net benefit”. Hopefully, this model will be a valuable reference for Bureau of Employment and Vocational Training either for future developments or for improving current information systems.
